Randy Lee joined Stewart Title Guaranty Company November 1, 1987 as Vice President of Governmental Affairs. This position was the first of its kind for Stewart. It was created to monitor and initiate legislation in Texas which affects the many regulatory issues for Stewart in its home state of domestic licensing. In 1995 Lee was promoted to Senior Vice President. Since that time, Stewart’s legislative effort has grown to many other states. Lee directs the National Office of State Governmental Affairs, known as NOSGA, which covers legislative affairs in all 50 states, Lee worked with Stewart Associates across the country to monitor, coordinate and direct legislation which affects Stewart Title and the real estate industry. He also worked with State Land Title Associations, the American Land Title Association and others within the title industry to accomplish these goals.His duties included evaluating political environments and legislative and regulatory trends within the national arena of the title insurance business and submitting recommendations to management.He has successfully created, defended and passed numerous Legislative initiatives saving the company annually several millions of dollars in operations, duplicative tax liability and legal liability.He has worked and passed a number of other significant pieces of title related legislation including one of the first ever state sanctioned electronic filing of public documents law, the ban of property private transfer fees, major creditor’s rights and reinsurance legislation, and three Texas Constitutional amendments regarding homestead protections. He successfully organized and directed three statewide campaigns for the passage of the three constitutional amendments on homestead protection.As a currently licensed real estate broker in Texas, he was the first to create a national real property salvage disposal plan and successfully removed over ninety percent of salvage property from inventory.
