GENERAL DUTIES: In accordance with my SF-50 my title is an HQMC Energy Projects Officer Program Analyst. My duties include project development, guidance and execution of Energy Resiliency, Reliability and Efficiency projects for all Marine Corps installations. I am responsible for promoting energy projects and programs effectiveness through written decision papers, reports to leadership, internal and external presentations and outreach. I initiate, develop, manage, direct, budget, program, fund and oversee ten (10) programs that directly relate to increasing/enhancing energy security/independence to provide a robust Utility distribution/infrastructure at all 25 Marine Corps installations, to include our newest installation currently under construction in Guam. The ten programs I manage are: 1. Energy Savings Performance Contracts (ESPC); 2. Utility Energy Services Contracts (UESC); 3. Enhanced Use Lease (EUL) /Out-grant Leases; 4. Power Purchase Agreements (PPA); 5. Energy Resilience Conservation Investment Program (ERCIP); 6. Marine Corps Energy’s Operations and Maintenance (O &M); 7. Energy Investment Program (EIP); 8. Energy Military Construction (MILCON); 9. Resiliency Lead for the Marine Corps newest base in Guam, and 10. Contracting Officer's Representative (COR) / Contracting Officer's Technical Representative (COTR) for Support contracts Marine Corps wide.Since assuming my current position, and with my direct involvement and supervision, the Marine Corps invested approximately $1.5 Billion dollars for Resiliency, Reliability and Efficiency projects. These investments have increased our energy security posture and provided proven grid independence and assurance from external/commercial grid faults or outages.
Mcas Miramar Energy Manager
As the installation Energy and Utility Manager, my primary duties was the health/or reliability of our entire Utility distribution systems (Electrical, Steam and Water). My secondary duty was to meet all federal and DoD energy mandates for the Marine Corps such as the National Energy Conservation Policy Act, Clean Air Act, Clean Water Act, various Executive Orders and related regulations for energy efficiency, renewable energy, and water conservation. I drafted and received approval from the Commanding Officers to establish a new policy for Energy Conservation that required all organizations on the installation to use energy efficient equipment. Provided direction to internal and external contracting agencies to change all acquisition efforts to “best value” including minor and major construction projects. Worked with the planning, environmental, engineering, purchasing, and budgeting departments to implement a new enterprise-wide standardization protocol for all facilities. Developed specific design criteria for using reclaimed water throughout the entire installation for new and existing buildings and for all landscaping applications. The result of my efforts reduced labor hours and maintenance costs and decreased downtime of components (such as heating and cooling) due individual or special configuration.Developed a base-wide energy campaign plan to address short- and long-term requirements: (1) Reduce energy and water usage; (2) Increase the use of renewable energy throughout the Installation; and (3) Initiate a utility distribution system using a hybrid approach using renewable and traditional generation in a micro-grid to provide energy security and resiliency.
