Rashida H. Govan, LLC provides clients with a wide range of services to enhance and improve organizational capacity to support marginalized youth and their families. Our clients include government agencies and NGOs that actively serve youth and families of color. Current and past clients include the Office of the Mayor of the City of New Orleans (Girl Up NOLA initiative), the Fatherhood Consortium, American Institutes of Research, Urban League of Greater New Orleans and College Track New Orleans. Project Butterfly New Orleans (PBNOLA) is an African-centered, rites of passage program designed to prepare girls of African descent for their transition from adolescence to adulthood. The program provides girls with experiences that increase their self-esteem; teach them effective decision-making skills; instill in them positive cultural values; connect them with positive, women role models, help them discover the power within and prepare them to be responsible adults and leaders in their communities. To date, the program has served over 125 girls from high schools across New Orleans. The program is expanding to serve girls in grades 6-12.Project Butterfly is a nationally-recognized curriculum developed by Niambi Jaha Echols that is designed to assist girls of African descent in their transition from adolescence to adulthood. This curriculum addresses girls’ personal development and self-esteem as well as topics such as the influence of media on girls and women, body image, girls’ health, effective decision-making, spirituality, and many other topics relevant to adolescent girls.

• Prepare policy briefs, opinion editorials, and testimonies to advance the Urban League of Louisiana (ULLA) criminal justice, economic and workforce development, education and social justice policy agenda.• Meet with community partners (e.g., elected officials, civic leaders, NGOs, business leaders, etc.) to discuss key policy issues and to forge partnerships to advance ULGNOs policy agenda.• Serve on the Urban League’s leadership team to develop organization’s growth strategy and strategic direction. • Represent the president and CEO at hearings and meetings when needed.• Serve on local and state education and workforce development steering and advisory committees including YouthForce NOLA (cross sector collaborative on career and technical education), EMPLOY (citywide collaborative on supports for Opportunity Youth) and the Louisiana Department of Education Financial Aid Working Group.• Testify at hearings regarding local and state policies promoting the Urban League’s policy agenda. • Conduct data analyses and research to support policy platform for the Urban League of Louisiana. • Recruit and support authors working on the State of Black New Orleans publication prepared by the Urban League of Greater New Orleans.• Successfully prepare grants, LOIs, and capability statements for Urban League of Louisiana’s fund development strategy for its program and officers raising in excess of $5 million since 2014.• Conduct data analysis and prepare research reports on parental engagement, parent perceptions of schools in post-Katrina New Orleans, education equity and the unification of New Orleans Public Schools.• Conduct professional development workshops for Urban League College Track instructors.• Conduct program evaluations for various programs within Urban League’s Centers of Excellence.• Manage grant reporting responsibilities for several Urban League programs.
