Provide office leadership support including robust collaboration with the interagency PEPFAR management team and the Global Fund to Fight HIV, TB, and Malaria, oversight of technical teams, design support for on-going program development, performance management of implementing partners, and engagement on other Mission priorities.

This research will investigate factors influencing decision-making on PrEP use among SWs and identify strategies for enhancing PrEP use in Thailand. It will involve a survey of 1,500 sex workers in 7 provinces, covering all genders. The sample will include different sub-populations – street-based, venue-based, social media platforms, relationship-based, disability and migrant sex workers.

Developing a comprehensive Monitoring and Evaluation (M&E) Framework for the piloting of Integrated Mental Health and Psychosocial Support Services (MHPSS) for Children and Adolescents in four provinces in Thailand

BIRD will conduct a comprehensive institutional analysis of three community-based organisations in Laos. This includes an analysis of their strengths, weaknesses and gaps in capacity. We will support identification of key strategies for strengthening their capacity to advance LGBTQI+ rights in Laos. Our report will aim to support the process of capacity building in the project through the identification of strategies and mechanisms to address the identified critical gaps across the spectrum of the organization activities – programmatic, technical, financial and sustainability.

• Provide key population-led organization partners with strategic planning, including results framework (M&E) development and business plan development assistance that will diversify their resources in the future; • Identify appropriate resource development opportunities for key population-led organization partners based on their needs and capacities and collaborate with them and FHI 360 to develop successful proposals and/or concept notes;• Work with key population-led organization partners and FHI 360 to identify innovations and solutions that they have implemented to improve the HIV cascade of their clients and to provide support for data analysis and narrative writing to document these successes for a variety of audiences, including USAID, national and international conferences, and peer review articles.

Provide technical support to SWING for the development a five-year Strategic Plan (2023-2027)which will include a costed work plan, a communication/advocacy plan, a sustainability plan and an M&Eframework; andb. Provide technical support to the PEPFAR Country Operational Plan (COP) 2020/2021 scale-up of pre-exposure prophylaxis (PrEP) programmes through:i. Assessment of implementation progress and recommend improvements for service delivery;ii. Monitoring of program performance and quality, ensuring PEPFAR targets are met and service delivery meets quality and safety standards;iii. Supporting preparations for the PEPFAR COP 2022 planning as well as development of country-level technical guidance, including technical presentations and strategy briefs;iv. Conduct PrEP Landscape Analysis for Asia (including Central Asia); v. Develop a paper on a strategic approach to scaling up PrEP in Asia;andvi. Develop site-level PrEP quality assessment tools
