Intelligence And Specialist Operations

Leading a team of 52 specialists, I oversee the management and review of crime intelligence. I hold responsibility for the authorisation, deployment and legal compliance around all covert activity. I lead on the sensitive supervision of sources, assessing and managing risk whilst driving the development and appropriate dissemination of intelligence. I direct the investigation of a wide range of offending, implementing initiatives to manage developing intelligence pictures and am proactively involved in the management all serious crime investigations throughout the Thames Valley region. I lead the response to rapidly evolving crime including online grooming of children and vulnerable adults; ensuing effective safeguarding through the active and tenacious identification and pursuit of determined offenders. In addition, responding to essential review and upgrading of service delivery, I have implemented innovative practice and led successful negotiations with employee staff organisations to provide a working environment compatible with both law and regulations.

Specialist Operations

Responsible for the supervision of all intelligence and specialist operations across the Thames Valley area, encompassing 13 local policing areas and leading 550 members of staff. I led operational teams in the disruption and dismantling of serious organised crime groups; utilising covert tactics to develop intelligence and evidence to secure convictions. I managed force tasking and the Tactical Co-ordination Group; a key forum for decision making around high priority threat risk and harm. I delivered an effective intelligence provision to support a range of settings, from proactive policing and field intelligence through to support departments including firearms licensing, overseas registration, ANPR, data barring and family courts. During this time, I led one of the largest fraud investigations undertaken by a UK police force. This successful investigation was particularly challenging, requiring the management of high levels of documentation and disclosure, I implemented effective protocols to support the delivery of significant convictions. Leading this diverse portfolio, I reviewed the management, organisational performance and partnership working practices to identify and implement improvements. I secured a 20% saving of budget whilst maintaining exceptional levels of service delivery. I served on an on-call rota as an investigator, providing 24/7 management of serous high-risk incidents, organised crime operations and attending murder and critical crime scenes as the senior detective. I ensured exceptional crime scene management, prioritising enquiries and actions.

Protective Investigations

Leading a staff of 110, I held responsibility for all child and domestic abuse investigation units across TVP. With overview of all serious and complex investigations, I demonstrated a sensitive and tenacious approach, ensuring compliance and tight legal timelines, were observed. I oversaw the management of violent and sex offenders, ensuring robust intelligence gathering and monitoring, development of understanding around offender behaviour and their use of illegal Internet activity. I worked in partnership with external agencies contributing on safeguarding boards and chairing Multi-Agency Public Protection Arrangements (MAPPA) meetings. I contributed to Serious Case Review panels and to the Community Safety Partnerships in relation to domestic homicide reviews.

Central Intelligence - Organised Crime Lead

I oversaw intelligence management, providing support to intelligence hubs and specialist units. In close partnership with other law enforcement agencies and counter terrorism specialists, I led the intelligence response to the 2012 Olympics, developing practical intelligence sharing protocols with counter terrorism and Government agencies. I wrote the first national operating policing procedure in relation to human trafficking offending; introducing tasking protocols to rapidly prioritise the most serious risk and introduced technology to exploit ‘open source’ intelligence collection.

Professional Standards And Counter Corruption

I oversaw complex and sensitive internal investigations, seeking to identify criminal activity and investigate failures of professional behaviour by police officers or staff. I drove the identification of organisational risk securing learning and ensuring the highest legal standards. I developed detailed reports to demonstrate transparency of process often applying innovative methods of enquiry to manage individuals who held an acute awareness of the law and police procedures.

Moving through a wide range of training and development; I went on to specialise in detective duties after demonstrating an intelligent eye for detail, enquiry and observation. I served as a police trainer, on completion of a national police training programme, I prepared and delivered courses in a variety of disciplines, including leadership and investigations.
