Director of the U.S. Embassy Kabul, Regional Secuirty Office (RSO), Threat Intelligence Division. Duties include supervision of the Embassy Threat Intelligence Fusion Cell, Overseas Security Advisory Council, Surveillance Detection, and Personnel Recovery sections. I also act as the primary liaison between the RSO office, other U.S. Agencies and the Security Managers of other Foriegn Missions in Kabul.

• Managed a $5 million-dollar annual budget covering all aspects of security, counterintelligence and counterterrorism.• Coordinated proactive programs to ensure the safety and security of all US diplomatic and governmental efforts in the region.• Maintained close relationships with host government security and law enforcement agencies.• Evaluated the local threat environment and vulnerabilities to develop and implement proactive, uniform policies and standards for the protection of facilities, personnel, and governmental information. • Managed a 200 person contract guard force.• Authored all Mission security related policy, community outreach, reports and correspondence with audiences at the highest levels of the U.S. government. • Coordinated emergency action, contingency planning, and disaster preparedness. Chaired Emergency Action Committee meetings, formulated written policy and responses to critical incidents to include threats against Americans, acts of violence, natural disasters, and coordinating the potential evacuation of U.S. Mission personnel and other U.S. citizens.• As the Chief of Mission’s lead representative on law enforcement matters in the Region, managed a complex investigative program and the mission’s counterintelligence and law enforcement working groups.• Served as the Jeddah Consulate’s Overseas Security Advisory Committee Chairperson to promote an open dialogue between the U.S. Government and the American private sector regarding regional security issues. I have served as RSO with similar responsibilities at the following U.S. Missions: U.S. Embassy Harare, Zimbabwe (2005-2009); U.S. Embassy Reykjavik, Iceland (2000-2002); and the U.S. Embassy Niamey, Niger, with regional coverage to the U.S. Embassy Ouagadougou, Burkina Faso (1993-1995)

• Responsibilities were similar to that of a Regional Security Officer, with the addition of receiving specialized training to successfully manage and implement a high-security construction program, including enhanced technical security countermeasures, the transcontinental shipment of secure materials and the construction of classified and compartmentalized information facilities. Responsible for a $1.5 million dollar security budget. Runner-up for Site Security Manager of the year, 2012.

Served as the Nuclear Weapons Officer, Explosive Ordnance Disposal (EOD) Detachment, Ft. Hood Texas and as the Commander of the EOD Detachment, Ft. Monmouth, NJ. Expert in the design and render-safe procedures of all military ordnance and improvised explosive devices, to include U.S. conventional, chemical and nuclear weapons. Served as Commander of the U.S. Army’s Eastern Region Nuclear Emergency Search Team. Departed from the Army with an Honorable Discharge as Captain, Regular Army in 1986.
