About Ray Bartolo
In the past ten years, I worked hard! Got involved in a number of non-profit organisations (sports, social, civil society, youth, music), played different sports, and watched many films. And, I had a 'handful' job. I worked within the Managing Authority of Malta, the single Authority managing Structural and Cohesion Funds programmes. After starting as a lower-scale officer, within 5-years, I climbed the career ladder up to Senior Management level. This job got into me; I spent nights and weekends working to ensure a job well done. Reaching targets was all-over my head. I had a fantastic team, whom I could trust and lead to overcome any challenges that came in the way. This sounds stressful, but I loved doing this job. A sense of pride instilled within me, gave me the scope to work harder and got me interested to learn more about the subject of the management of European Funds, to explore their 'limits'. And here I am today, facing a 'new' adventure. I teamed up with Trevor, a long-term colleague and friend, and we created EuropeanFunds.info... this is an opportunity to share my experience and knowledge with whom is eager to learn more about the practical side of the management of European Funds. It is my pleasure to relay my knowledge to others, aiming to simplify this 'sometimes' complex subject.

Colleagues know me as a good facilitator and listener. I can (and often do) work well alone, but I’m at my best collaborating with others. That’s why I decided to share my experience and knowledge in this field as a trainer and business adviser. I have an MA in Public Policy and a Degree in Management from the University of Malta and have extensive experience in the public administration of town councils and voluntary organisations.

In 2012, I was appointed Senior Manager responsible for the implementation of three Priority Axes under Operational Programme I (ERDF), addressing the sectors of health, transport, education, urban regeneration and technical assistance. I also served as National Expert and Coordinator on the CEF coordination committee for Transport, Environment and the Telecommunications Sector.I also have extensive experience in financial and performance audits carried out by the Court of Auditors, the European Commission and the AA and OLAF investigations, as a key coordinator on behalf of the Managing authority. My role at the MA, together with the centralised nature of the Maltese system for the management and control of Euroepan Funds, has exposed me to a vast array of topics relevant to EU-funding matters, including EU Regulations and Directives on financial matters, Structural and Cohesion Funds, environment, publicity, public procurement, state aid, revenue generation and equal opportunities.

After closing the Programme in 2010, I moved to the Financial Control Unit responsible for the 2007-13 Cohesion Policy, where I contributed significantly towards the setting up of the financial management and control systems of the two Operational Programmes of Malta, OPI (ERDF and CF) and OPII (ESF). I carried out various programme and project performance verifications and evaluations, together with the management verifications of different project and scheme types, and the delivery of several training sessions and seminars on financial and programme management to the MA, CA, AA, IBs, Beneficiaries (public, private and voluntary organisations) and other stakeholders in the Maltese system (Treasury, Line Ministries, Department of Contracts).
