NUAIR manages New York State's investment in Project U-SAFE (UAS Secure Autonomous Flight Environment). The U-SAFE initiative is a state-funded program to accelerate New York UAS industry development and safe integration of low-altitude UAS operations into the NAS. Between 2020 and 2022, Project U-SAFE will bring key government stakeholders, academic, and industry partners to Central New York to deploy and validate the necessary infrastructure, safe systems and universal standards for the emerging UAS industry.Under Project U-SAFE, New York Governor Andrew M. Cuomo in November 2016 announced a $30 million development grant for a UAS Traffic Management (UTM) corridor, as part of an Upstate Revitalization Initiative award to Central New York. Managed by NUAIR, this $30 million grant supports creation of a regional aerial corridor between New York's Syracuse and Griffiss (Rome) Airports. The New York UTM corridor project enables test and development of UAS platforms and UTM technologies in real-world settings, generating data that will inform industry and regulators and advance the commercial use of drones. The UTM corridor is an element of Project U-SAFE, designed to enable future UTM Beyond Visual Line of Sight (BVLOS) and Advanced Air Mobility (AAM) operations in a defined Central New York corridor region. -

In his prior position at Saab Sensis Corporation, he helped lead the NUAIR Alliance and Oneida County (Griffiss International Airport) team which developed the strategy for New York’s application to the FAA to become a designated national U.S. test site under FAA reauthorization legislation enacted by Congress in 2012. When the FAA announced New York’s selection as one of six national UAS test sites in December 2013, the FAA noted that New York “plans to work on developing test and evaluation as well as verification and validation processes under FAA safety oversight.” New York “also plans to focus its research on sense and avoid capabilities for UAS and its sites will aid in researching the complexities of integrating UAS into the congested, northeast airspace.”In October 2017, Governor Andrew M. Cuomo announced a groundbreaking agreement for NUAIR to work with NASA to grow the UAS industry in Central New York and the Mohawk Valley region in upstate New York. This formalized a NASA-NUAIR partnership in support of two elements of New York's UAS strategy: launch of the world's first intercity UAS Traffic Management (UTM) corridor and creation of NUSTAR, which will serve the most comprehensive UAS test facility in the nation. In November 2016, Governor Cuomo had earlier announced that the New York’s Empire State Development (ESD) agency, would invest $30 million in NUAIR in the form of a CNY Rising Upstate Revitalization Initiative Grant. This grant, to develop the UTM corridor over the five-years between 2018 and 2022, builds on a 2015 New York State investment of $5 million at Griffiss International Airport for installation of advanced air traffic surveillance and airport surface radar equipment, together with a state-of-the-art data management and operations control center. -
