Designed, implemented, and tested a developmental evaluation focusing on what works and what can be improved regarding scale, integration, and acceleration of innovative programming into international development efforts at the USAID Global Development Lab. Worked across 8 USAID teams to apply robust adaptive management and active learning, based on rigorous qualitative methods (outcome harvesting, process tracing, positive deviance, exploratory case studies, etc. all coded and analyzed leveraging Dedoose). Integrated reflective practice into the implementation of the developmental evaluation to cull lessons learned and continually improve evaluation practice.

As Senior Program Manager for the Institutional Learning Team (ILT) at Search for Common Ground, Rebecca managed and provided technical expertise for all externally-facing design, monitoring, and evaluation (DM&E) projects with a total budget of $1.35 million and a team of 5. Rebecca worked on emerging DM&E to test new approaches and ensure monitoring and evaluation serve to strengthen programming and support adaptive program management.

As the Program Manager for the Institutional Learning Team (ILT) at Search for Common Ground, Rebecca managed and provided technical expertise for the externally-facing design, monitoring, and evaluation (DM&E) projects; including two USAID R&D awards, an expanded UNICEF partnership, and further development of ILT fundraising. Rebecca worked on emerging DM&E to test new approaches and ensure monitoring and evaluation serve to strengthen programming and support adaptive program management.

Provided design, monitoring, and evaluation technical support to the €150 million Peacebuilding, Education, and Advocacy (PBEA) program in 14 countries with UNICEF. Developing lessons learned and analytical reports to enhance understanding of linkages between education and peacebuilding programming, as well as capabilities of UNICEF staff to implement conflict sensitive activities in fragile states. Wrote 'Emerging Practices in Design, Monitoring, and Evaluation of Education for Peacebuilding' Practice Guide to share lessons learned and relevant work products of PBEA program with larger education and peacebuilding sectors. Contributed to building an active online community at DMEforPeace.org focused on educational activities that contribute to peacebuilding.

Served as Teaching Fellow for ‘Strategies for Conflict Interventions’ and ‘Responsible Negotiation’ courses. Conducted curriculum research, taught course segments, and provided feedback and grading of assignments. Served as Research Assistant examining the potential of the private sector to engage in Responsibility to Protect (R2P) actions, culminating in chapter publication due late 2015. Evaluated the COEX graduate program at Brandeis University on meeting its key objectives and desired learning outcomes, working with staff to apply learnings. Published chapter on ‘Governance for Shared Societies’, in Mari Fitzduff’s book, Social Policies for Shared Societies.

Designed and implemented an interest mapping tool (information management and analytic database product) centered on informing process and governance options development with integrated components addressing relationship mapping and extensive stakeholder analysis. Developed adaptive program strategies based on volatile and quickly changing situation in Syria. Generated researched-backed Track II initiatives for Syria. Managed partnership building for the Syria Project and outreach to foreign interlocutors. Researched and synthesized governance, public policy, and conflict management interventions for fragile states with rapidly evolving contexts, especially Syria, Sudan, and South Sudan. Prepared 12 extensive case studies providing analysis on the effect of various economic and political interactions, and interventions within and between States. Provided technical, research, and administrative assistance to field offices.

Designed and launched four successful initiatives in the first two months of position in response to a needs assessment conducted with local staff to more efficiently and effectively met program goals. Pursued model shifts to make the program more financially sustainable, while integrating monitoring and evaluating measures into regular operations. Managed a staff of 17 and trained local managers to take over ownership of entire project. Prepared local team for scaling to eight new locations in 2012. Assisted in the development and implementation of a custom information management system to support integrated tracking of the agriculture and economic development programs. Worked to ensure programmatic, evaluative, and budgetary activities were in line with USAID standards, including managing regular reports to maintain relationship with USAID. Contributed to assessment of new country project in Ethiopia. Regularly presented program operations and outputs to donors, partner organizations, and relevant government personnel.

Assisted in brainstorming, strategic planning, and initial phases of implementation for new NGO in Juarez, Mexico. Served as communications liaison between board members and key field staff in Central America. Designed and implemented capacity building and financial literacy curriculum at 3 community centers in areas affected by the drug conflict and gang warfare in Juárez, México.

Developed networks, bases, and project proposals in 5 regions (Matagalpa, Boaco, Granada, Leon, and Jinotega) as a foundation for New Development Solutions’ operations in Nicaragua. Led trainings for interns in the initial year of the Social Entrepreneur Corps Nicaragua concerning development vs. relief work, the micro-consignment model, and microenterprise consulting. Provided consulting services to various micro-businesses, cooperatives, and business start-ups including: SWOT analysis, needs analysis, market research, workshops on how to start a business, basic accounting, leadership, and organization structure and management.

Consulted with over 15 micro-entrepreneurial businesses to help them advertise, gain access to in-country and international markets, mature managerial skills, and network with similar businesses/organizations. Developed a savings and loan model for rural constituents that the organization adopted for all project sites.
