Rebecca was a key figure in the adoption and implementation of the District’s Green Area Ratio, an innovative sustainable environmental landscape performance regulation. She developed and managed the District's green roof incentive program, managed multiple Green Infrastructure research projects, and supervised their construction.Rebecca is a frequent speaker at invited talks and technical conferences, with extensive teaching experience, including graduate level courses in stream restoration at the University of the District of Columbia.
