Oversees the operations of the Rapid Response program of the Arkansas Department of Workforce Services (ADWS) by planning, coordinating, and prioritizing work activities and monitoring work performance. Supervises professional and technical staff by interviewing and recommending for hire, assigning and reviewing work, training new employees, and evaluating the performance of incumbents. Coordination of training and program activities. Oversees training activities for staff by reviewing and approving materials and instructing if necessary.Reviews written reports, recommends appropriate corrective actions, and oversees and/or conducts on-site visits to monitor compliance with program guidelines. Interprets laws and regulations which affect assigned program areas and provides information on their impact to agency. Proposes relevant policies and procedures, recommends changes in report forms and instructions, and implements approved changes.Assists with budget preparation and maintenance by proposing budget needs and monitoring and approving expenditures such as travel, equipment purchases and maintenance on agency vehicles and Mobile Workforce Centers.Makes presentations and speeches before civic clubs and organizations to inform the general public of Rapid Response services, other programs and ADWS responsibilities. Provides technical assistance to immediate subordinates and program personnel by providing information, answering technical questions, and resolving complaints. Liaison for business and dislocated worker inquiries referencing the Dislocated Worker Program. Represents the Governor’s Dislocated Worker Task Force on committees, conferences, meetings, career and business expos, throughout the state. Establishes and maintains relationships with community agencies, organizations and the business communities, within the state of Arkansas and surrounding areas.

Duties: Initiated activities for support of business closures and layoffs by providing program information technical assistance and/or training on services available through the Task Force. Provided dislocation information necessary to develop plans for Basic Readjustment Services for eligible workers. Responsible for contact and coverage of a 23 county area within the state of Arkansas. Maintained relationship with community and state representatives, Chambers of Commerce and Workforce Centers within designated area. Conducted onsite conferences with company officials/union representatives to discuss plan of action for company and a plan of action for the affected workers. Created, submitted and maintained various reports for the Rapid Response process and tracked information on business closures and layoffs within the state.Evaluated existing programs by gathering pertinent information by reviewing files, contacting agencies in other states concerning their programs. Represented the Task Force at conferences, opportunity fairs and community events. Prepared marketing tools for the Task Force. Assisted with the design of the programs website.
