Managing the research and development programs; plan, direct and monitor activities to promote the goals and objectives of the LIF/Leuser International Foundation; and review and disseminate research projects on forest and ecosystem services topics;Providing oversights to LIF’s research projects, analyze results and provides recommendations based on findings;Implementing research procedures, techniques, and assess the scope of research projects and ensures they are on time and within budget;Providing advisory and technical assistance to policy makers, economic analysts, and stakeholders through data analysis reports and briefing papers.

I contributed to conduct the following services:• identified the context and root causes (quick assessment) of forest and peatland fires in Aceh that cover the socio-economics aspect, anthropological and legal and laws enforcement aspect;• identified relevant actions to mitigate and prevent forest fires and haze particularly from the point of view of local government and civil society; • contributed and provided feedback to the EU Delegation on possible future actions and collaboration with local stakeholders (i.e. local authorities and Non-State Actors (NSA)) on forest fire prevention and haze mitigation;• provided recommendations for a possible restoration scheme to Rawa Tripa taking into account the evolution of the context and stakeholders at the ground and current moratorium on palm oil. This could feed to EUD future action to support restoration of Rawa Tripa; and jurisdictional assessment (including the role of the FMU, delineation status), on the Rawa Singkil Nature Reserve (protected status under centrally managed FMU on conservation) on peatland protection and conservation and limited utilization, i.e. direct and indirect impact on protection status in minimizing the encroachment.

Economic impact assessment (EIA) of Pangkor International Dialogue 2017 was conducted to allows the sponsors to evaluate the value of their investments and what positive impacts can occur as a result of staging the event.I have contributed the following services: • Presented and consulted the common approach in economic impacts evaluation of the major events;• Reviewed the result of economic impact assessment of the PD 2017; event budget, direct expenditure, and of direct, indirect, and induced impact; • Re- assessed the result of EIA based on an input-output (I-O) model; and• Report writing of economic impacts assessment of PD 2017.

The Midterm Review was undertaken to evaluate to which extent the Multi Donors Trust Fund (MDTF) managed by the World Bank (have supported PFM reform in Indonesia since 2007) have been relevant, efficient, effective and if it has led to sustainable results. This assignment was taken under the supervision of the European Union Delegation (EUD), Canadian and Switzerland. For this consultancy, I have conducted the following activities: • Reviewed and documented the fiscal decentralisation reform progress at the Ministry of Finance, Ministry of Home Affairs, Bappenas and Line Ministries in Government of Indonesia;• Assessed the performance of the Multi Donors Trust Fund (MDTF – PFM II) in Public Financial Management taking into account the donors standard evaluation criteria; relevance, effectiveness, efficiency, impact, and sustainability;• Assessed the current sub-national capacity gap and identified the efforts being made by the relevant central government agencies to upgrade this capacity (through visits to selected provinces and cities/districts);• Documented the regulatory and institutional framework related to PFM reform in Indonesia;• Documented progress in the roll-out of the PFM reform to the ministries of education and health;• Consulted with key stakeholders (representatives of Civil Society and Business community) to understand their perceptions on the soundness of Indonesia’s PFM and the reform perspective;Consulted with other donors to verify their current and planned support to the Indonesia’s PFM reform process at national and sub-national level;

Under Social Policy Cluster program supports the strengthening of Government’s social protection system, this assignment to document and evaluate the Sabang Student Grant, an unconditional cash transfer. My roles for this consultancy include:• Develop a comprehensive evidence base on child poverty by reviewing the effectiveness of the current social protection system in which represent a best practice of improving child outcomes at sub-national level; universal education grant in Municipality of Sabang, Aceh province• Record and document overall mechanism of Sabang Student grant to understand its process (from planning to reporting), • Analysis of Sabang’s revenue, fiscal capacity and public expenditure in education sector and spending in student grant.• Identify challenges and opportunities for improvement, and including:• Enabling environment: regulatory framework, fiscal capacity, source of funding, key stakeholders, political supports, beneficiaries’ perception, etc• Overall program mechanism (design, implementation, monitoring & evaluation and reporting) • Analysis of overall program implementation to identify opportunities for improvement (recommendation).

A short term consultancy to evaluate the economic impacts of Pangkor International Dialogue and Development (PIDD) 2016. An international knowledge exchange that is promoted by Perak Government and funded by Malaysia Northern Corridor, which aims to inspire sustainable economic growth in the region in line with the sustainable development goals. Pro Poor Planning Budgeting & Monitoring (P3BM) is a joint project supported by PSF trust fund aims to improve the poverty targeting of local government expenditures and to improve local government responsiveness to community needs through the scale-up and institutionalization of the Pro-poor Planning, Budgeting (fiscal decentralization) and Monitoring program (P3BM). • Introduced P3BM to local government; working closely with Bappeda and FKKA (a coordination forum for district governments) to extent the program coverage. • Served as a technical and administrative liaison (provincial coordinator) between the National Secretariat Office and the local government, represent P3BM in Aceh province.• Coordinated with province and district level stakeholders (mainly Bappeda and Dinas) to facilitate the dissemination of P3BM activities.

Midterm Evaluation of Aceh special autonomy fund (otsus) 2008 – 2015. My primary roles was:• Working closely with Aceh Provincial Planning Agency (Bappeda Aceh) and coordination with all districts government, • Review medium and long term development plan, and strategic planning of otsus fund. • Public expenditure review of otsus revenue, expenditure in primary sector and forecasting.• Evaluation of planning budgeting, implementation and monitoring evaluation of special autonomy fund • Conducted FGDs and workshops to gather inputs and feedbacks on the overall mechanism of special autonomy fund in Aceh. • Supported the final development of a master plan for special autonomy fund, evaluation of special autonomy fund.

A multi donor trust fund initiative to support good governance and fiscal decentralization through the provision of technical assistance to selected district governments: My roles was to:• Implement the establishment of provincial P3BM joint secretariats supported by the national P3BM Secretariat; • Conducted provincial cascade training for master trainers; the mainstreaming of a new monitoring tool for local Bappeda offices and communities to assess district technical agency’s actual implementation against planning and budgeting; and the design of a monitoring and evaluation framework. • Produced PER analysis of revenue and expenditure and conducted PER training to government planning staffs to improve government planning, budgeting, and monitoring. • Produced a manual of public expenditure review (PER) that was disseminated nationally.• Provided technical support for local government technical agencies (Dinas) to strengthen their planning, budgeting (including allocation expenditures and priorities) and monitoring evaluation.

This project is funded by Earth observatory of Singapore to evaluate the Aftermath of Aid: Assessing the Effectiveness and Sustainability of Post-Disaster reconstruction in Aceh, Indonesia.• Explored RAN database of Aceh Rehabilitation and Reconstruction (BRR)• Supported the development of research/survey instruments• Field visits, FGDs and interview with beneficiaries to identify the status of asset replacement and livelihood recovery impacts in agribusiness, fisheries and aquaculture. • Produced analytical report of the findings to reflect effectiveness and sustainability of post-disaster reconstruction in economic sector.

I was assigned to evaluate post – implementation of US State Departmentfunded project through IISIDP and ISHR Columbia University in Aceh. I have conducted assessment and produced evaluation report to Columbia University of the following activities:- Identified progress of final semester-long curriculum on conflict resolution and social harmony- Outcome and impact of 4-day Training of Trainers program with Indonesian lecturers on a semester long course on conflict and conflict resolution and social harmony.- Outcome and impact of 4-day Training of Trainer program with ex-combatant on conflict resolution,social harmony, leadership and communication.- The follow – up actions (progress) from a Joint session on collaboration between Indonesian lecturers and ex-combatants.

As a newly established PFM center, my roles was to coordinate and facilitate PFM activities especially Public Expenditure Review (PER) analysis and trainings with district government, including: • Conducted PER planning to government staffs (planners) to improve planning, budgeting and monitoring.• Policy outcomes and impacts evaluation of education, infrastructure, health, and economy.• Disseminated PER analysis though media, PSA, leaflets, public discussions, and social media.• Worked with P3BM program to deliver PER trainings in District of Aceh Pidie, Aceh Besar, and Simeulue.

PECAPP is World Bank, AusAID and Netherland Govt supported project to boost consolidating peaceful development in Aceh, Indonesia. This project aimed to improve public financial management through proper methodology in planning, budgeting and expenditure.My role primarily strengthened the capacity of local government in planning and budgeting through PER training and analysis; economic forecast of government revenue and expenses to improve public spending resources.Planned, prepared and conducted government spending sectoral analysis. Delivered training and advocacy that engage government, parliament, CSOs, and media. This project received top rating as one of the most successful AusAid project in 2013, it was considered efficient and impactful. In addition, the project has initiated the establishment of a center for public finance management in local university called: PPKD Unsyiah at www.belanjapublikaceh.org

The objective of this assignment is to evaluate the effectiveness of community self-reliance group (KSM), it’s an AUSAID funded project (trust fund) which has been implemented by FBA. My roles was:• Prepared a proposal and seminar of proposal to FBA steering committee for their approval• Collected data, conducted interviews and FGDs with beneficiaries in 3 districts; Pidie Jaya, Aceh Tengah dan Aceh besar.• Conducted Interview and FGDs with government and relevant donors to assess the effectiveness of economic empowerment through community self-reliance group (KSM) • Analysis of data, report writing and present the initial finding to steering committee • Facilitated workshops prepared and presented research findings for dissemination.

Assigned to support the development and implementation of technical assistant and advisory services (TAAS) program in Aceh, Indonesia. This was a USD 7 millions project through Public Enterprise Partnership Program in Business enabling environment and agribusiness linkages in provincial and district level. including: master plan for Aceh fisheries sector rehabilitation, business enabling environment (BEE), agribusiness linkages, SME development, access to finance (A2F), Aceh World hotel link (WHL), Aceh Green research, Aceh shrimp branding and marketing and Investment project. My accomplishments are as follows:• Cooperation and coordination in Community Development• Managed monitoring & evaluation for all agribusiness programs• Updated internal supervision reports and provided information for donor reports• Supporting fisheries and agricultural experts in studies and program design• Facilitating knowledge transfer from international shrimp and fisheries experts to farmers• Effective cooperation with FAO, ADB, and the Aceh Ministry of Ocean and Fisheries• Support initial work for bringing access to finance to shrimp farmers and acted as main contact for stakeholders in the banking sector.I took an active participation in supporting the project activities above my grade level and earned a reputation for making a significant contribution to making the project a success.
