Provides technical analysis and guidance to other agency areas regarding interpretation of policies and procedures in support of Medicaid Enterprise Systems (MES) functionality. Interacts with business users and contracted IT representatives. Ensures contractor systems meet agency information technology directives, plans, goals, and contract requirements for Medicaid/CHIP programs. Participates in planning, definition and high-level design of the solution while actively participating in continuous discovery, developing a Vision, Roadmap and program/product backlogs. Managing the development of a roadmap and continued facilitation of the backlog refinement at the program level to ensure continuous communication, alignment, and commitment regarding preparation for Program Increment (PI) planning. This includes identification, development, input into, and/or validation of a solution. Responsible for assuming a strategic role which ensures all aspects of the creation and delivery of an emergent program backlog. Works with the System Architect, Release Train Engineer, management, product delivery teams, and all stakeholders when developing and refining the product backlog. Presents complex communications on roadmapping activities, assignments, and activities to all levels of staff up to and including executive management.Collaborates and facilitates delivery activities to support the PI objectives, to include coordination with all appropriate HHSC stakeholders. This includes planning, tracking, and supporting all Sprint ceremonies, identification, facilitation, and coordination with impacted stakeholders and other IT teams or vendors, risk/issue identification, Feature Decomposition and Model Storm, engage in prototype conversation and implementation of MVP, and cross-team coordination.Analyzes, documents and reports on the IT component of product backlogs with emphasis on quality delivery.

Systems Technical Stakeholder responsible for IT oversight of the Medicaid/CHIP Contract. My main focus is to perform technical analysis and contract oversight of HHSC third party information technology systems in support of Texas Medicaid and CHIP programs. I routinely interact with business users and contracted IT representatives to ensure contractors are meeting agency information technology directives, plans, goals, and contract requirements for Medicaid/CHIP.
