About Bob Hellrich-Dawson

I am a senior economist in the Office of Energy Market Regulation at the Federal Energy Regulatory Commission in our Folsom, CA office. I’m in Folsom because these days I specialize in all things CAISO, EIM, WEIS, WRAP, and WECC. But I also have experience with all of the US RTOs and ISOs. I prepare economic and regulatory analyses related to the full range of RTO/ISO market design, from resource adequacy to real-time markets, and everything in between.I have been the team leader for a number of projects, including staff analyses and whitepapers, rulemakings, and rate filings. These teams typically comprise economists, attorneys, and electrical engineers. I regularly speak on behalf of the Commission at conferences, such as WIRAB-CREPC, MIT, Stanford University, EIA, and at various seminars. Public speaking and outreach on FERC policy is one of my favorite parts of my job.Outside of work, I like traveling to Alpine countries, fixing bikes and even occasionally riding them, museums, and musical theater.

I currently work in FERC's Office of Energy Market Regulation - West, in the Folsom, CA regional office. In this position I work directly with California ISO staff and stakeholders. This provides our front office leadership a better view into the ISO's activities, in particular the ISO's proposed market design changes. I also regularly interact with other Western energy stakeholders such as state Commissioners, utility staff, etc.At the same time, I carry on the same duties as if I were in DC, serving a reviewer or team member on significant rulemakings and on proposed utility OATT changes and RTO/ISO market design proposals. Recent examples include SPP's WEIS market proposal as well as virtually everything CAISO has submitted in the last 5+ years.I regularly represent the Commission at conferences too. Since joining the Folsom office this has included speaking at Stanford University's Hoover Institution, CREPC-WIRAB, the Mid-C Seminar, the Energy Bar Association, and Utility Variable Generation Integration Group, and CREPC-WIRAB.
