• Provide leadership, direction, oversight, and management of public services field operations to ensure efficient, reliable, and cost-effective operations and maintenance of facilities and infrastructure.• Plan, organize, inspect, and supervise the installation, maintenance, and repair of streets, rights-of-ways, sidewalks, storm drain systems, parking lots, vacant lots, buildings, traffic infrastructures.• Make recommendations regarding which projects should be contracted and which should be performed by City staff; may write bid specifications and negotiate and write contracts; reviews and approves construction plans.• Investigate public complaints and requests related to functions supervised and makes determinations on action to be taken, coordinates activities of the Division with City staff, contractors, and outside agencies.• Approve bid specifications for equipment and services written by staff; prepares recommendations on budgetary needs for personnel, equipment, and materials, including related justifications; administers the budget for sections supervised, including the approval and control of expenditures.• Develop long-range plans and objectives for sections supervised; conduct a continuing review of activities for purposes of detecting problem areas and increasing efficiency; participates in the review and consideration of problems and issues of concern to the Public Services Department.• Represent the City in meetings of community groups where the topic relates to supervised activities; prepares and presents oral and written reports.

• Plans, organizes, and manages the maintenance and repair of the City's streets, storm drain, water distribution and wastewater collection facilities and Citywide equipment and vehicles inventory.• Oversees the development and implementation of departmental goals, objectives, policies, and priorities for the division. • Develops long-range plans and objectives; conducts a continuing review of activities for purposes of detecting problem areas and increasing efficiency; makes recommendations regarding which programs should be performed by outside contractors and those performed by City Staff.• Oversees the City's contracts for the street sweeping, traffic signal maintenance and street light maintenance programs, along with management of the street/sidewalk weed control program.• Manages Citywide fleet management program including the development of vehicle and equipment specifications, recommendations on vehicle and equipment replacement and purchases and the coordination of these activities with all affected departments.• Coordinates division activities with other City departments, divisions and outside agencies, community groups and the general public.• Manages the overall operations of the City Corporation Yard including the coordination with the Parks and Community Services Department.
