Conceived, specified, and contracted for development and initial deployment of the Headquarters Installation Information System (HQIIS), which is now the common repository of Army real property information. Represented the Army on the DoD RPIR Configuration Support Panel, recommending changes to ensure that data definitions and business rules were complete and consistent. Participated in the activities of the Federal CIO Council’s Data Architecture Subcommittee as the only Army employee in regular attendance.

Supported the enterprise with data modeling, data analysis, requirements definition, requirements management, issue management, software quality assurance and project planning. Used Oracle CASE Designer 2000 to develop logical and physical data models for a mission critical, complex, undocumented legacy database. Created SQL queries to perform DB profiling and identify the cause of previously unexplained reporting errors.Developed requirements management methodology based on the use of RequisitePro. Supported the implementation of the Siebel Customer Relationship Management (CRM). Reverse engineered the Siebel Repository database and developed reports to describe the as-implemented structure of the Siebel CRM system. Developed a metadata dictionary in Access for the purpose of documenting both the internal details of existing systems and Siebel.
