I served as a Senior Development Advisor to the USAID Crisis Surge Support Staff (CS3), and was available on an intermittent basis to assist in the development and implementation of critical U.S. Government assistance programs. The wide scope of possible programmatic needs and assignments includes rapid response to humanitarian and democratic crises and new opportunities, senior staff support for ongoing USAID programs and overseas Missions, and other deployments in pursuit of U.S. Government developmental and policy objectives around the world.In this capacity, I assisted USAID/Nepal from June to November 2015 with the program/project development and Mission activity review and approval processes for 24 separate post-earthquake recovery and reconstruction programs and country-wide development programs to be funded by USAID, following the catastrophic April 25 and May 12, 2015 earthquakes.I then assisted USAID/Djibouti with the planning and development of new, Congressionally-mandated democratic and social development programs in response to renewed policy interest in the Horn of Africa and support for operations in the Middle East.

In my final assignment as a career Foreign Service Officer with the U.S. Agency for International Development, I served as the USAID Senior Development Advisor to the U.S. Pacific Command (USPACOM). I worked to maximize interagency cooperation and develop “Whole of Government” solutions to developmental challenges faced by both civilian and military agencies. My international career as a USAID Foreign Service Officer spanned more than thirty years, with assignments in Africa, Eastern Europe, Southeast Asia and the Middle East, before arriving in USPACOM in September 2011.

As Director of Programming for the USAID Mission to the West Bank and Gaza (Palestine), I managed the strategic planning processes for $2 billion in USAID development activities, and served as the USAID Coordinator for humanitarian assistance and community recovery programs in Gaza following the early 2009 Israeli military incursions against Hamas and other militant organizations.

As Director of Programming for the USAID Mission to Indonesia, I managed the development of a new, post 9/11 strategy for USAID programs in the fourth largest country, with the largest Muslim population, in the world. Following the devastating Indian Ocean Tsunami of December 26, 2004 I developed a $400 million recovery and reconstruction plan for the province of Aceh.

As USAID Mission Director in Yugoslavia (Serbia/Montenegro) during the final years of the Milosevic regime, I worked to support pro-democracy groups of every description, from student organizations to political parties to local government officials. Despite the challenges caused by the Serbian military attacks on the Albanian ethnic population of Kosovo, the resulting NATO air war against Serbia, and a nearly two year break in diplomatic relations between Serbia and the United States, USAID support for democratic processes in Serbia under my direction never faltered and was a major factor in the peaceful removal of President Milosevic from power.

As USAID Mission Director in Romania immediately after the fall of the Berlin wall and the subsequent collapse of the repressive Ceausescu regime, I supported Romanian efforts to build a free market economy and a democratic system of governance. These efforts emphasized the development of private, small and medium size enterprises and support for a new political class of local government officials which was focused on practical solutions to the problems faced by the Romanian people.
