Pastor Richard Howard currently serves as lead-pastor of Jefferson Pentecostal Church in Athens, Georgia with his wife Sis. Paula Howard. They have served in this role since January, 2019. A native Georgian, he has ministered in various capacities for the past twenty years in three different churches, from teaching and preaching under his father-in-law Rev. L.R.Brock in Thomaston, Georgia, to serving with his wife Sis. Paula Howard as youth leaders under Bishop Timothy Copeland in Buford, Georgia, to now pastoring the wonderful congregation of JPC in Athens, Georgia. He is an ordained minister and a member of the Worldwide Pentecostal Fellowship, and currently serves on the WPF South Central Region Home Missions Council as the Georgia representative. Pastor Howard received a Bachelor’s of English Education from Valdosta State University, and obtained a Master’s Degree and Specialist Degree in Educational Leadership from Columbus State University.

• Provides leadership and management of Special Education Department • Advises school administration, Special Education Coordinator, and School Improvement Team on overall direction of Special Education Services and is accountable for end results affecting the department• Direct fiscal operations of Special Education Department• Plans, develops, implements, and monitors programs and services to meet identified needs (including development and implementation of new programs and services)• Provides consultation, direction and support to general education faculty in the area of Special Education• Collaborates with core academic general education teachers regarding student accommodations and student achievement • Supervises staff development for Special Education teachers• Conduct monthly school-level Special Education meetings and participate in county, regional, and state Special Education meetings• Interprets and completes individualized education programs (IEP) and forms for each eligibility• Establishes procedures for the placement, evaluation, assignment and reassessment of students with special needs;• Monitors the development and coordination of complete and cumulative individual records of all students receiving Special Education services. • Supervises the collection and maintenance of student and staff data and reporting;• Acts as liaison between local districts and various service agencies within the service area.

• IEP Case Manager – Supervise and manage high school students’ Individualized Education Programs, including Progress Monitoring, Transition Activities, and Student Advocacy• Co-teacher – Implement co-teaching models, follow classroom & testing modifications and accommodations, collaborate with core teachers in CCGPS lesson planning• Resource Teacher – Provide small group instruction for Special Education students, assisting with attaining core English credit as well as developing study skills

• Provide instructional leadership for supervision and alignment of curriculum with standards-based curriculum and assessments, along with participation in district-wide initiatives• Plan, prepare & administer related areas of the school budget, including the translation of educational needs, goals & objectives into budgetary priorities• Develop supervision schedule to ensure complete teacher evaluation program.• Orient new personnel on the school mission, philosophy, texts, curriculum, personnel policies, school facilities, administrative school policy, and State school laws. • Oversee and coordinate students & faculty in the Upson Lee Learning Center, ULHS’s alternative education program.• Supervise the Counseling Department; establish and administer the master scheduling process• Supervise the school-level testing coordinator (EOCT, GHSGT, AP, SAT, PSAT, & ASVAB)• Supervise the student information clerk & student information system.• Ensure for the proper maintenance, accuracy, completeness, confidentiality and security of all records/data; maintain all test records required by State law; prepare required reports.• Analyze data and set goals on the ULHS Balanced Scorecard and Data Wall.• Provide administrative support to school principal, informing or recommending activities, events, and curriculum to ensure an effective instructional program and continuous improvement of educational efforts. • Work with faculty, administration, and school leaders to develop a School Improvement Plan, as well as facilitate School Improvement Team meetings for the continuous improvement process.• Study and communicate the school-level needs of ULHS to school staff and district-level administration. • Participate in and take a leadership role on designated district committees.
