Richard Hurst is an independent tolls service provider with experience in project management, schedule development and toll system management expertise. Rick has over 30 years of experience and previously served as the Toll Systems and Operations Group Manager for an ENR Top 30 design firm where he oversaw several major toll projects throughout the western and south central regions of the United States. He is actively involved in the International Bridge, Tunnel, and Turnpike Association. His experience includes the development of strong relationships with clients, earning a reputation for successfully delivering complex project assignments and serving as a seamless extension of their staff. Few people bring the lessons learned that he does. His 15years in electronic toll collection operations, and over 30 years in transportation, uniquely qualify him to assess existing processes. He previously served as GEC Program Manager for Toll Operations assisting TxDOT in the development of the Central Texas Turnpike Systems Program. He successfully led the program from inception to operations and production, supporting all aspects of toll operations. His work experience includes providing toll systems and operations support to TxDOT, NCTA, VDOT and other agencies throughout the U.S.He has worked closely with construction project managers developing project schedules that integrate tolls installation into the overall project schedule to facilitate project completion and opening on time. His experience in project development includes the development of system planning documents, as well as the development of contractual documents including scopes of service, technical requirements and selection criteria.

Managed all aspects of RS&H’s Tolls Systems & Operations programs. Those responsibilities include providing quality client service to toll clients nationally; recruiting, training & managing tolls staff ; assisting clients with toll system deployment and operations; operational aspects including financial performance and transaction processing using both peer to peer and interoperable HUBs. Rick's experience included project manager for the development and management of Fort Bend Grand Parkway's toll system procurement contracts, program management of toll services, developing business rules and system requirement documents for both the back office and lane systems, and toll operations management. He was also involved in business development, and program management for RS&H.

Managed the Central and West Tolls Divisions for Atkins working closely with clients in the central and west regions. Prior to that served as program manager for Atkin’s Statewide Toll Implementation and Customer Service Center Program Management Contract with Texas Turnpike Authority (TTA) division of the Texas Department of Transportation (TxDOT.) In 2003, Rick became project manager for Atkin's general engineering consultant (GEC) Central Texas Turnpike Project (CTTP) for the toll system integration and installation services. Rick joined the firm in 1993 as part PBS&J's GEC program for the Florida Department of Transportation (FDOT), Turnpike District currently known as the Florida Turnpike Enterprise (FTE). Rick was part of the overall Turnpike leadership team and managed the$100 million right-of-way (ROW) acquisition program, survey and mapping, and systems administration.
