Richard is the Non-Executive Chairman of the Smart Data Communications Company (DCC), a wholly owned subsidiary of Capita which is responsible for developing and managing the UK’s new telecommunications network to support smart meters, and Fera Science Ltd, a joint venture between Capita and DEFRA. He is also the former Chairman of Axelos the joint venture with the Cabinet Office that was sold by both parties in July 2021.Away from Capita Richard is the Non-Executive Chairman of Andium Homes, the affordable housing provider and developer on the island of Jersey, and a Non Executive Director of Funding Affordable Homes. He also been appointed to the Board of Horder Healthcare, a local healthcare charity based in East Sussex, commencing in January 2022.Prior to joining Capita as an Executive Director in its Property and Infrastructure business before taking on the role of Senior Director Government Affairs, Richard was the Director General, Neighbourhoods at what is now DLUHC. At the Department he was the Department’s lead official on housing, planning, regeneration, local economies, building standards and climate change. He was also responsible for the Planning Inspectorate and for creation and sponsorship of the Homes and Communities Agency. Before joining the MHCLG he was the Chief Executive of the Peabody Trust and prior to that Chief Executive of the Horizon Housing Group. He was the Chairman of the Housing Federation from 2000 - 2003. Richard received a CBE in the 2009 New Year’s Honours for his services to housing and planning.
