Lead Periodic Review of Safety (PRS) Author for two Human Factor (HF) centric areas of the HMNB(D) Authorised Site: Nuclear Accident Emergency Arrangements (NAEA) and Safety, Security and Environmental Management Arrangements. Both reviews required the development of novel, proportionate HF approaches to PRS, to provide the customer with timely findings and pragmatic solutions to shortfalls in their safety management arrangements. Duties included: Production of criteria for evaluating the adequacy of current arrangements (based on relevant legislation, authorisation conditions, Joint Service Publications, DNSR, ONR and IAEA guidance, and other ‘modern standards’ good practice). Reviews of: HMNB(D)’s Leadership and Management for Safety (L&MfS), the credibility of the NAEA Safety Justification, the maturity of the Emergency Plan, the capability of the Nuclear Emergency Response Organisation and the application of the ‘Security Informed Nuclear Safety’ approach to HMNB(D) safety cases.
Human Factors Lead - Nuclear Operations Improvement Programme
Managing a team of 8 HF specialists and two graduate trainees, I was responsible for the delivery of HF support to DRDL. This required strategic planning, staff and contractor recruitment, technical oversight and people management skills, to ensure that all business demands were met on time and to the appropriate standard.Working closely with the Safety Engineering team and operational stakeholders, in 2016 I completely revised the HF process relating to safety assessments, in order to develop a full end-to-end support capability that ensured successful implementation of new safety management arrangements.My team proved these new arrangements on a major Safety Case, demonstrating benefits, in terms of early identification and resolution of issues that would otherwise have impacted operational capability.I reported to board level on all significant HF-related matters and was instrumental in devising the strategic approach to DRDL’s programme for resolving licence condition compliance shortfalls. I was also DRDL’s HF representative for all regulatory engagement and the HF advisor to the company Just Culture process.
Human Factors Lead - Vanguard Deep Maintenance Period (Vdmp) Safety Case
I devised the strategy to provide HF support to the safety case and then recruited and managed a team of six HF Specialists to successfully deliver the work. I was also the technical author of all HF assessment work relating to the activities of Ships’ Staff in operating the Nuclear Steam Raising Plant in relation to a range of fault conditions (initiating events and emergency response actions).I provided an intelligent customer function in relation to outsourced work, ensuring that all deliverables met the required quality standard. I successfully defended the HF work during internal verification, external independent technical assessment and regulatory review.
