Responsible for hiring of employees, interns, and experts who helped us vet ideas and draft patent specifications. Created inventions and engineered solutions. Handled all patent prosecution and actively sought founders to take our innovations to the stars.

Responsible for the rapid expansion of the Bottomline patent portfolio and for the management of our trademarks. Advised the corporation on intellectual property matters from resolving indemnification claims to assisting with M&A activity to how to build a patent portfolio. Founded and built the Bottomline Intellectual Property department. Personally drafted and prosecuted dozens of patent applications each year.

Richard Baker ran for election as Governor's Councillor in 2016 and 2018 for the 5th Governor's Council District, a district that includes Lowell, Lawrence, Haverhill, Peabody, Gloucester, Beverly, Newburyport, Amesbury, and a number of smaller towns in northeastern Massachusetts.The Governor’s Council vets and approves judicial nominations for the Commonwealth of Massachusetts.

After Hewlett-Packard acquired 3Com in April 2010, I transitioned the intellectual property licensing functions to various Hewlett-Packard organizations. In addition, prepared a number of patent sales projects and developed a patent sales paradigm for the Hewlett-Packard Patent Sales program.

Patent Monetization. Responsible for the licensing program of patent portfolio consisting of over 1400 US patents. Averaged 8 figure annual returns over my term at 3Com. Developed strategies for the monetization of the 3Com patent portfolio and integrated these strategies into the overall 3Com corporate strategy. Successfully marketed and sold patents at three of Ocean Tomo’s live patent auctions, twice receiving the second highest amount for the sale of a patent at the auction. Initiated a number of patent sales programs and led negotiations in these deals. Monitored and tracked licensees to assure compliance with the terms of the licenses. Litigation Settlements. Lead negotiator in the settlement negotiations of 3Com’s portion of five major defensive litigations. Each settlement on terms very favorable to 3Com, in some instances settling for a 10% of what our competitors paid.Patent Prosecution. Managed the prosecution of a 20-30 application portfolio of pending patent applications. Averaged 4-6 issued patents per year. Authored numerous appeal briefs and argued before the USPTO Board of Patent Appeals and Interferences. Regulatory Monitoring. Monitored government regulations and assessed impact on 3Com’s business. Issued a monthly newsletter to 3Com management on regulatory issues.Awards. In 2009, 3Com’s licensing department, under my leadership, was awarded the prestigious Licensing Achievement Award by the Licensing Executives Society (USA&Canada). We earned the award for our profitable intellectual property management activities during its 2009 Fiscal Year. The major accomplishment of 3Com in the 2009 fiscal year was the licensing and sales of patented networking technology across several deals for a combined $87 Million in revenue.

Republican Candidate for Congress from the Massaschusetts 6th Congressional District. The 6th District includes much of Essex County and some of Middlesex County, including Lynn, Salem, Gloucester, Beverly, Newburyport, Bedford, Burlington, Reading and Peabody. In the 2008 election cycle, received over 95,000 votes, the highest number of votes for a Congressional challenger in Massachusetts in 2008 and the second highest statewide for a challenger since 1998. Ran against 6 term incumbant US Congressman John Tierney.

Joined the Pentucket Regional School Committee at a time of great financial difficulties and worked with the committee to restore fiscal health to the district. Chairman of subcommittees negotiating union contracts with the teachers, custodial, and clerical unions and of a subcommittee negotiating leases for the elementary schools; member of subcommittee hearing union grievances.

Created an intellectual property program, including the creation of IP strategies, the organization of a portfolio of patents, and the authoring of a number of patent disclosures. Led the IP team through the acquisition and disposal of IP assets and licensing activities. Patent Licensing. Conducted an international licensing campaign to license a set of patents in the area of web access to factory automation equipment. This resulted in a number of licenses (total revenue $10-100 million) and in the prevention of several competitors from offering products that were covered by our patents. Patent Portfolio Development. Starting with a few random lists of old patents, identified and organized a list of the patent assets owned by Schneider Automation. Mapped US and foreign patent portfolio to determine areas where coverage could be extended. Increased the number of disclosures filed from 2-3 per year to over 40. Patent Agent.
