Served as the section sergeant for the communication and information management sections of the WV State Area Command Headquarters. Achieved the status of 1991 WV National Guard, Soldier of the year. Successfully implemented and managed systems that allowed state-wide communications during several states of emergency and natural disasters including floods, forest fires, and blizzards.

Responsible for the day to day management and operational oversight of a series of nine branch locations, 73 employees and a network of providers serving the entire state of WV, parts of PA, OH, and VA.

Responsibilities included the oversight of the marketing, advertising, human resources, billing and MIS personnel for a behavioral health agency providing care in a 6 county region.

Managed the departments programs for the aged including; Personal Care Homes, Adult Foster Care, Residential Board and Care Homes, and Co-Managed the states Adult Protective Service program. Provided staff supervision of personnel in 33 office locations serving 55 counties.Served as the department's legislative liaison, successfully gaining funding for increases in salary to department employees and payments to care providers.Developed and implemented the Nursing Assistant Abuse Registry, for the state of WV, the first program of its kind in the nation.

Managed the employees and provided care for a 120 bed psychiatric facility specializing in the care of psycho-geriatric patients. Provided staff supervision, Multi-disciplinary care plan coordination, and direct client programming.Served as the Interim Patient Advocate for the year of 1992 performing abuse and neglect case investigations, discharge coordination, and involuntary commitment proceedings.Assisted the state in the successful emergency relocation of 120 patients during the closing of another state psychiatric institution.
