Rick has more than 28 years experience in the design, implementation, and management of environmental impact studies. He is a recognized authority in CEQA (California Environmental Quality Act) and NEPA (National Environmental Policy Act) compliance and has working knowledge of regional, state, and federal regulatory requirements as they relate to biological and water resources. Rick has successfully managed preparation of CEQA, NEPA, and joint documents for numerous high-profile and controversial projects that address water supply issues, water and wastewater treatment facilities, and surface mining operations, specializing in complex high-profile water infrastructure and mine reclamation projects. He offers a detailed understanding of hydrologic modeling processes, river and delta water quality analyses, and Endangered Species Act consultation requirements. He has also directed preparation of applications for Stream Alteration, National Pollutant Discharge Elimination Systems , and Section 404 permits as well as Section 7 consultations for a variety of projects, including water supply, storage and conveyance, aggregate mining and reclamation, general plan updates and amendments, residential developments, and habitat restoration projects.Specialties: CEQA and NEPA documentation for Water Infrastructure, Water Supply and Mining projects.
