Supported statewide resilience efforts by planning and monitoring program activity for over $50M in federal funds allocated to localities and other state agencies. Programs included the State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI) Program, Emergency Management Performance Grant (EMPG); the Non-Profit Security Grant Program (NSGP) and the Radiological Emergency Preparedness Program (REPP). Ensured the confidence and competence of local public servants tasked with executing local funding awards by providing year-round technical assistance and training to Fire and Police Department personnel and other Emergency Management professionals. Ensured consistent, credible and complete Biannual Strategy Implementation Reports (BSIR) submitted to FEMA by conducting site visits, tracking and reviewing locally submitted milestone objectives met and progressive outcomes across multiple funding cycles. These activities directly supported the justification of the feasibility and replicability of funded initiatives. Developed and implemented new analytical tools, resources and procedures. Served in the Mission Support Branch of the State Emergency Operations Center during emergency activations including multiple hazard events as well as human threat events including gathering and monitoring intel coming from the ground and supporting resource requests in the advent and aftermath of the 2017 Charlottesville, Virginia protest rally.

Ensured information, education and activities for resiliency building were available in key communities across the territory. Trained, managed and mentored volunteer teams to serve as 24/7 Disaster Action Response Teams (DART) to support the collective regional community need to ensure strengthening of local capacity and capabilities to respond and recover from local emergency and disaster events. Implemented disaster preparedness and response programs in the Northern Illinois region. Participated in trainings and exercises, responded to local emergency events; provided direct assistance and casework services to disaster clients. Partnered with Emergency Management Agencies, NGOs and First Response entities, ensuring alignment of preparedness objectives for the region.

Informed key decision making for event implications and potential outcomes by conducting information gathering, hazard assessments, research and data analysis. Served the Information Management and Situational Awareness team in the emergency operations center during large response incidents including the 2015 Texas flooding and Saipan typhoon disasters. Managed a 20 year federal grant funded National Preparedness and Response AmeriCorps program for 15 States and 22 Chapter offices. Authored grant documents with evidence base, logic models, and theory of change resulting in successful refunding from 2012 through 2014. Utilized credible data and research on social vulnerability to hazards to facilitate the development of preparedness strategies from idea to implementation. Addressed the gap and need for specialized, more actionable intelligence to help inform the readiness, capabilities, and resilience posture of the medical and public health sector, including its critical assets and regional infrastructure. Our unique and integrated approach was focused, practicable, and resulted in additional injects of CDC funding to continue and expand on the research work we initiated and produced. Served on a Public Health Risk Assessment and Vulnerability Analysis project focused on the CDC-Defined Washington Metropolitan Statistical Area which includes the District of Columbia and the States of Virginia, Maryland and West Virginia. Conducted review and analysis of Federal and State Hazard Identification and Risk Assessment (HIRA) documents to extract information and data relevant for consequence assessment and terrorism threat analyses. Identified key assets to help inform business continuity and recovery planning for Medical and Public Health personnel. Utilized geographic information software to map and demonstrate models of preexisting and hidden threats or vulnerabilities that could successfully overwhelm Medical and Public Health's collective capacity and capability if exploited by determined threat agents.
