I am working on California's energy and water policies, shaping the energy regulatory landscape for CCAs and DERs, and identifying financing sources and incentives for GSAs to recharge aquifers and upgrade flood protection.I co-founded M.Cubed, an economic and policy consulting firm specializing in energy, climate change, environmental and water issues. In almost three decades of consulting, I have built numerous relationships across the legislative field as well as with energy, water and environmental regulators.I have addressed economic and regulatory policy issues related to utilities, transportation, electricity, water supply and quality, and environmental quality, and testified before numerous regulatory agencies. I have made many presentations in both regulatory settings and to professional and business audiences. I have worked for a wide variety of clientele--"all four corners of the policy street." These include private industry associations representing agriculture, and property management firms to non-profit environmental groups to governmental agencies.Among the fields that I work in, I foresee that the energy industry in particular is standing at an auspicious moment. The industry's path can lead towards a revolution as momentous as automobiles and household appliances in the 1900s, television in the 1950s, and personal computers and telecommunications in the 1980s. The direction of this path will depend as much on political and regulatory decisions as technological innovations. Those decisions will determine "ownership" of customers as well as cost responsibility for required infrastructure. Policy decisions will need to consider potential vulnerabilities, adapting to unforeseen technological innovations and barriers, and balancing encouraging new customers while protecting those of lesser means. Such technological changes are necessary to achieve the emission reductions that lessen the risks from potential climate change.

Founding PartnerM.Cubed Feb 1993 - Sep 2008Davis, CaliforniaConducted analysis of economics and policies on energy, utilities, environmental and water issues. - Compared the potential costs and savings from decommissioning the Klamath River hydropower complex. The study was a key contribution to PacifiCorp agreeing to decommission the four dams.- Evaluated the historic costs of the Bay-Delta Ecosystem Restoration Program and forecasted the required funding for the ERP. This was the first such analysis that provided structured cost estimates.- Prepared the detailed technical analysis supporting the economic and environmental justification for the program that led to the conversion of 2,000 agricultural water pumps from diesel to electric motors, enhancing Central Valley air quality.- Foresaw that the SCAQMD RECLAIM market could reach a crisis point by 2000 in a 1993 study. The California energy crisis precipitated a RTC permit price spike in the summer of 2000. - Identified key faults in the design of California's electricity restructuring that eventually led in part to the crisis. Also found that new plant owners could exercise significant market power in a study conducted in May 2000. The energy crisis started in June 2000.- Testified before FERC showing that environmental regulations were not an important factor in reducing power plant operations in the California energy crisis. Designed the market power study that showed how power sellers withheld generation to manipulate market prices during the crisis.- Prepared the initial spreadsheet model to compute the cost of new generation plants of various technologies used by the CEC for planning purposes in the 2003 and 2007 IEPRs.- Conducted the first extensive study of the economic performance of California water markets and compiled a database of transactions extending back to the 1940s.- Developed long-term economic models of the trucking and construction industries to estimate the impacts of air quality regulations on those industries.
