Much of my work has focused on identifying market trends, and developing and assessing incentive structures in both energy markets and environmental regulations. I have analyzed and designed both wholesale and retail electricity pricing. His work has identified key technological and institutional factors driving pricing factors. In particular I have addressed both the market and environmental barriers to increased renewables energy development. That work has included utility-scale, community or neighborhood, and customer-side resources. I also successfully persuaded electric utilities to institute asset acquisition programs that produced benefits for both specific customer classes and larger communities. On water policy, I analyzed water transfer markets, water efficiency measures, and agricultural water management. And I have participated in a broad range of regulatory forums beyond energy and water, including air quality and greenhouse gases, and land-use planning.

Lead high school students in fund raising, including preparing presentations to sponsors, and in developing competitive intelligence strategies, including implementing an innovative smartphone scouting application. The team finished won the 2015 World Championships in part due to tripling the team budget and strategically teaming with complementary alliance partners.

Prepared economic analysis and testimony on energy infrastructure policies and environmental impacts.- Introduced methods for incorporating uncertainty to identify vulnerabilities in statewide energy and climate change policies for the CEC.- Projected the range of potential compliance costs for the DRECP and developed funding mechanisms for implementing the plan.- Updated the data and model used to compute the cost of new generation plants of various technologies for the CEC's 2009 and 2013 Integrated Energy Policy Reports.- Estimated the fiscal impacts, both revenues and costs, associated with new utility-scale solar projects. These analyses identified previously ignore revenue sources and critiqued government service cost projections.- Developed the first county-level GHG inventory that showed emissions by industry-code sector and mapped the emissions in a GIS database.- Traced the influence of diesel technology on the U.S. economy.- Estimated the costs for the portfolio of water supply resources included in EBMUD's 2040 water plan.- Testified on setting agricultural electricity rates by the CPUC.- Testified on the appropriate mechanisms for recovering costs of private utility systems in mobilehome parks.Aspen provides environmental analysis in support of larger infrastructure projects and planning efforts in the West.

Conducted analysis of economics and policies on energy, utilities, environmental and water issues. - Compared the potential costs and savings from decommissioning the Klamath River hydropower complex. The study was a key contribution to PacifiCorp agreeing to decommission the four dams.- Evaluated the historic costs of the Bay-Delta Ecosystem Restoration Program and forecasted the required funding for the ERP. This was the first such analysis that provided structured cost estimates.- Prepared the detailed technical analysis supporting the economic and environmental justification for the program that led to the conversion of 2,000 agricultural water pumps from diesel to electric motors, enhancing Central Valley air quality.- Foresaw that the SCAQMD RECLAIM market could reach a crisis point by 2000 in a 1993 study. The California energy crisis precipitated a RTC permit price spike in the summer of 2000. - Identified key faults in the design of California's electricity restructuring that eventually led in part to the crisis. Also found that new plant owners could exercise significant market power in a study conducted in May 2000. The energy crisis started in June 2000.- Testified before FERC showing that environmental regulations were not an important factor in reducing power plant operations in the California energy crisis. Designed the market power study that showed how power sellers withheld generation to manipulate market prices during the crisis.- Prepared the initial spreadsheet model to compute the cost of new generation plants of various technologies used by the CEC for planning purposes in the 2003 and 2007 IEPRs.- Conducted the first extensive study of the economic performance of California water markets and compiled a database of transactions extending back to the 1940s.- Developed long-term economic models of the trucking and construction industries to estimate the impacts of air quality regulations on those industries.

Prepared research reports on: - How variations in hydrology could affect future Colorado River water supply availability given reservoir storage- Potential impacts of global climate change on Northern California hydropower generation.- Political economy of voting laws for California's agricultural water districts and water management decisions. Teaching Assistant in Water Resources Economics to Dr. Michael Hanemann.

- Prepared an economic analysis of the potential impacts of Proposition 128 ("Big Green"). This analysis included the first cost-effectiveness analysis of proposed greenhouse gas (GHG) emission reduction measures, and an estimate of total cost to the California economy.- Analyzed survey results of industrial water use across California and assessed the economic consequences of reduced water supplies.

- Forecasted that SMUD could save $500 million by closing Rancho Seco in 1988. SMUD closed the plant in 1989, saving the utility from probable absorption into PG&E.- Assessed the recreational benefits delivered by the State Water Project.

Conducted economic analysis of California's cogeneration and qualifying facilities projects and markets. Prepared testimony delivered to the California Energy Commission on the need for QF projects.
