In this position, I successfully redesigned the majority of the Comprehensive Annual Financial Report (CAFR) forms and automated the compilation process for each form. I was the project manager for a special project to replace the division’s Access databases and I also developed an application in Python to automate processes that deal with hand-written forms.

My process improvements in this role eliminated the need for an annual consulting contract and earned me a 2020 Florida TaxWatch Productivity Award. I was responsible for producing the Florida Schedule of Expenditures of Federal Awards (SEFA) and the Florida Statewide Cost Allocation Plan (SWCAP), while overseeing contracts with KPMG and Maximus. I automated the data compilation process for the SEFA and Debt Collection. I also automated a 46-step review process of SEFA workbooks, automated the reporting process (along with my co-worker Lyna Ty), developed and implemented analytics that reduce risk of audit findings, and I completed the 2018 and 2019 SEFA reports with zero audit findings.

Review, analyze, and audit financial data on annual reports of water/wastewater companies, and work with companies to correct accounting errors and/or deficiencies. Work closely with Engineering and Economics Divisions to identify regulatory issues, analyze alternative solutions to issues, and negotiate differences between our analysts, investor owned utilities, and intervenors. Independently research and evaluate Florida Statutes, Commission precedent, and other information sources for issues for rate cases, and prepare preliminary and completed reports and written recommendations of rulings to the Commissioners based on my research and analysis. Represent the Accounting and Finance Division in front of the Board of Commissioners and in meetings with the Office of Public Council and investor owned utilities. Update/manage Return-On-Equity database with financial data from utility balance sheets and income statements. Assist small utilities with rate-making, using calculations on spreadsheets based on financial data. Interpret laws, statutes, and regulations in order to make recommendations.
