Subcontracts Manager (SCM ) assigned to Astronomy & Physics & Earth Science Technology within the Acquisition Division of the Business Operations Directorate. SCM is responsible for the business relationship that exists between JPL and the subcontractor. SCM is also responsible for the actions that transform purchase requests into subcontracts, as well as actions that promote satisfactory subcontracts performance and completion. SCM has specific Institutional, Programmatic, Discipline-related, Subcontractor-related and Personnel-related Responsibilities.

Perform strategic supplier sourcing in Supplier Management. Determine strategy development, including supply base and market knowledge, business integration, deployment planning, internal alignment and global awareness. Responsible for project management, metrics and goals for assigned suppliers. Manage supplier agreements, including all aspects of contract negotiations.Contribute to global sourcing processes, tools and continuous improvement and develop long-term, strategic supplier partnerships.

• Assigned as Senior Buyer responsible for all aspects of Government and Commercial related procurement/purchase administration of components, parts and services required for the manufacturing of propellant tanks, used throughout the Aerospace Industry. Customers included major Domestic and International Aerospace Contractors.• Responsible for procurements that included hemisphere and ring forgings, various machined parts/tooling and associated raw materials. Also procured outside services for various types of environmental and material properties testing, heat treating, cleaning and inspection.• Issued competitive solicitations, evaluated proposals/quotations, performed source selections and issued definitive purchase and change orders, including all required documentation supporting Government and Commercial requirements.• Provided reports and metrics to Management/Leadership Team with status progress of all procurement related activities.• Managed requirements for Quality related non-conformances and related corrective actions of supplier hardware and services.• Implemented continuous process improvements for management and control of requirements for cost, technical, quality and schedule.

Procurement Agent • Assigned to Major Subcontracts organization at the Boeing Satellite Development Center where I successfully managed and performed all aspects of procurement administration supporting various satellite programs. • Subcontracts/procurements were awarded and managed in support of a wide variety of satellite program related commodities’ and services, for both Government and Commercial programs, including electrical, mechanical and structural types of products. Executed Proprietary Information Agreements (PIA), issued Requests for Proposals (RFP), performed cost/price analysis, prepared negotiation plans, negotiated prices/terms, executed Memorandum of Agreement (MOA) and issued definitive subcontracts. • Demonstrated broad proficiency while utilizing various procurement/material/engineering requirement systems and related processes, including Material Requirements Planning (MRPII), Enterprise Resource Planning (ERP), Key Performance Indicators (KPI), Networks Procurement (NWP), Boeing Enterprise Supplier Tool (BEST), Electronic Procurement Information Center (EPIC), Integrated Business Information (IBI) and Team Center.Project Management Specialist • Prior to Procurement Agent 5 assignment above, I was assigned as a Material Project Manager (MPM) in Supplier Management at the Satellite Development Center, supporting the above satellite programs.
