Serves as Executive Director of a public-private partnership dedicated to supporting our many federal installations in Hampton Roads.

Led staff of 40 employees providing emergency services and expeditionary engineering oversight and support for the Air Force's largest deployable engineer and security forces at 12 command installations. Supported the command's expeditionary engineer, explosive ordnance disposal, security forces, fire emergency services, emergency management and chemical, biological, radiological, and nuclear (CBRN) defense programs. Oversaw capabilities and requirements development of 29 joint emergency management modernization programs worth $2.2B. Oversaw 15 functional managers in logistics, engineering, and security forces career fields.

Led staff of 14 in oversight of all construction funding, environmental compliance, fire and electrical safety inspections, and prime power generation on U.S. bases in Afghanistan. Orchestrated $1.3B Afghanistan Infrastructure Fund building large scale power, water, and road projects jointly executed with U.S. Agency for International Development. Managed $19M in power plant contracts providing 81 MW at 4 installations.

Led 11-person staff managing a $40M facilities operation and sustainment budget and $28M service contract program at 14 major Air Force installations. Provided direct support to facility maintenance units on manpower, training, workforce management, entomology, forestry, logistics and supported a vehicle fleet worth over $350M.

Commanded 400 military and civilians and managed a $42 million budget and $54 million in construction to provide professional engineering and emergency services in support of two flying wings consisting of 94 F-15E and 16 KC-135R aircraft. Oversaw design, construction, operations and maintenance, and real property management for $3.6 billion of real property; environmental management; housing management for 700 families and 722 unaccompanied service members in 10 dormitories; explosive ordnance disposal; readiness and emergency management; and fire protection. Prepared the base to survive man-made and natural disasters, led the base Emergency Operation Center during crisis events, and ensured support for worldwide contingencies through properly trained and equipped Civil Engineer forces.

Commanded 260-person Expeditionary Civil Engineer Squadron in the U.S. Central Command area of operations supporting 80 aircraft, executing over 40 Air Tasking Order sorties per day in support of 1,800 troops in contact incidents and 11,000+ combat sorties. Managed all base design, construction, facility operations and maintenance, and service contracts supporting over 350 facilities worth $750M. Directed all civil engineer activities including emergency management, explosive ordnance disposal, environmental protection, housing, and aircraft and facility fire/crash/rescue services. Directed the installation's Emergency Operations Center during crisis events.

Managed $15B in 32 budget codes across the future years defense program and advocated for the Air Force's $3B annual program for facility sustainment, restoration & modernization, and demolition. Developed policy, plans, and coordinated guidance for total force real property maintenance, recapitalization, and demolition programs. Researched, created, and updated senior staff decision briefings and papers for the Air Force corporate structure, Office of the Secretary of Defense, and Congress.

Led joint engineer program in support of over 8,000 Special Operations Forces throughout the CENTCOM area of responsibility. Responsible for planning, programming, and executing over 400 projects worth over $600M in 12 countries.

Led budgeting, planning, and policy activities in direct support of the Air Force's 150,000 dorm rooms worldwide. Oversaw prioritization, selection, and funds distribution for $154M in dorm repair funds reducing funds obligation time by 4 months and resulting in improved infrastructure ratings for 43 dorms to meet Congressional mandates.

Commanded an Air Force Civil Engineer Squadron of 361 personnel in 8 diverse flights supporting the Air Force's only special operations wing and the Headquarters for Air Force Special Operations Command. Managed a $30M operating budget and oversaw a $192M capital improvement design and construction program. Responsible for the maintenance and repair of the installation's physical plant worth over $2.1B. Directed all civil engineer activities including wing readiness, explosive ordnance disposal, environmental protection, housing, and aircraft and facility fire/crash/rescue services.

Led the planning, programming, and budget advocacy for the command's $380M worldwide capital investment program and $35M facility operations & maintenance program. Developed strategies, validated facility requirements and cost estimates, and advocated for funding through Air Force and U.S. Special Operations Command channels. Led facility requirement planning for multiple new weapon system beddowns at command locations around the world.

Led a 36-person flight directing the supply, vehicle maintenance, finance, readiness, and feeding for an Air Force heavy construction unit. Accounted and purchased for a $3M annual operations and maintenance budget supporting a $2M troop training program. Oversaw three mobility warehouses, a weapons vault, and vehicle maintenance facility. Maintained and programmed replacements for a 315 vehicle and heavy equipment account valued at $34M.

Directed expedited construction contract awards and project management of a $50M multi-year contract. Led 10 personnel in project design, cost estimating, negotiation, material submittal approval, scheduling and construction inspections for the largest such contract in Air Combat Command.

Project engineer, structural/civil consultant, or construction inspector on over 30 design and construction projects worth over $12M. Determined requirements, established plans, developed designs, and directed maintenance, repair, alteration and construction of facilities and utility systems. Coordinated customer requirements with contractors, Army Corps of Engineers, contracting, and subordinate and lateral units. Responsible for quality assurance inspections, design approval, and overall contract administration. Led damage assessment teams and served as installation traffic and pavements engineer.
