Updated Transportation Element of Comprehensive Plan to include updated street standards, access management standards, transit and non-motorized plans. Implemented Concurrency Management Program by conducting impact analyses in-house, saving developers time and money and funding an additional staff person and a traffic count program, developing Traffic Impact Fee system with funding mechanism for travel demand model updates. Implemented Washington's first Rectangular Rapid Flashing Beacons to improve pedestrian safety at mid-block arterial locations.

QA review of 17 traffic signal plans for Westside Light Rail. QA review for constructability and phasing conflicts between separate contracts for Hillsboro Extension of Westside Light Rail. Transportation Impact Analyses for new development.

Managed signal projects including $1 million project for central signal system. Identified and implemented improvements to citizen committee-designed street project. Successfully amended Oregon State Signal Policy to allow protected/permitted right-turn overlap phasing, which became the subject of an award-winning paper published in ITE Journal.Development review; corridor studies, capital projects support.

Preparation of Environmental Impact Statements including all preliminary roadway design and traffic analysis of a 17-mile expressway widening and realignment, and traffic analysis of 3 sites for support facilities for a new Navy base.

Developed concept for ramp alignment in complex interchange that was adopted by a Value Engineering Team appointed to develop alternatives to original alignment rejected by FHWA for numerous design deviations. Developed Design Study to provide additional freeway access ramps in locations previously deemed infeasible.

Surveying and construction inspection of roadway projects on Federal lands. Also wrote program for field stakeout of spiral segments for HP-41 calculators.
