Prepares insightful, independent and objective evaluations of shipyard project status for review by senior NAVSEA personnel. Facilitates disclosure on a variety of issues between Shipyard subject matter experts and NAVSEA personnel in effort to promote cooperation, standardized processes, and share lessons learned. Works to resolve specific issues that are impeding project performance where NAVSEA headquarters/Program Office involvement is required.Implements and evaluates programs to improve the overall management, operational and cost performance of their assigned shipyard and appraises accomplishment of initiatives to verify achievement of desired results. Reviews and evaluates ongoing and proposed programs, projects, and program changes that affect the performance, operation and management of the naval shipyards. Projects and programs evaluated include proposals from within and outside the Directorate. These programs include initiatives to ensure the shipyards can compete on a cost-effective basis with the private sector for selected ship overhaul, modernization and/or maintenance.
