Develop and maintain federal local contingency plan covering Coast Guard FOSC’s zone, while chairing Area Committee. Assisted/advised sector commander in prosecuting USCG missions across AOR with 7 major ports, including largest US petrochemical port complex.Performed in role of incident commander during tank vessel fire incident in Houston Ship Channel. Oversaw comprehensive investigation to determine causal factors. Coordinated contingency / emergency response operations.Directed response to over 150 marine casualties and oil spills per year, 123 facility inspections, and 283 marine inspections, with oversight of 309 uninspected towing vessels.Contributed as incident commander for record low water period extending over 120 days.
