Program Analyst - Specially Adapted Housing Program (Sah)
CurrentUnder the guidance of the Assistant Director of Loan Policy and Valuation, helps plan and implement the management and oversight of the SAH program. Makes recommendations regarding the formulation, application, and modification of legislation, regulations, policies, and procedures concerning SAH activities to improve program efficiency, effectiveness, and consistency. Reviews current and potential practices, analyzes national workforce data, and anticipates the effects of economic and legislative changes. Develops, tests, maintains, and recommends enhancements of SAH related technologies and systems, focusing on workflow, data collection, data reporting, and efficient program administration. Develops and conducts training for Regional Loan Center (RLC) personnel on SAH operations to ensure VA maintains a trained and effective work force. Resolves controversial or unprecedented issues relating to the SAH program. Prepares responses to sensitive, precedent‐setting inquiries on behalf of individual Veteran issues. Writes formal responses to members of Congress, other government agencies, and private or nonprofit entities regarding grant administration. Provides outreach, personal contact, and presentations to various internal and external stakeholders, including Veteran town halls, nonprofit organizations, industry partners, and Foreign Service staff working in US embassies worldwide. Processes and manages SAH grant projects located outside of the continental United States (OCONUS) while displaying a high degree of sensitivity, tact, diplomacy, and professionalism. This includes traveling to international project sites to conduct feasibility studies and final field reviews of work completed to ensure adherence to program requirements. Performs program oversight and maintains effective internal controls to ensure that SAH funds and other assets are safeguarded against fraud, waste, and abuse, and are in compliance with Title 38 and all applicable laws.
