Rob is an environmental scientist and the Associate Director for Water Quality at APEM Ltd. He was a national policy advisor in the water industry regulation team for the Environment Agency. He has over 30 years' experience of managing water quality. He started his water quality career in 1991 in pollution control at the National Rivers Authority. He was responsible for water quality monitoring, discharge consenting and investigating pollution incidents. He had responsibility for all pollution control activities in his own district, which included factories (e.g. breweries, food production, timber treatment, foundries and tyre manufacturing), sewage treatment works, water treatment works, coal mines, clay mines, sand and gravel extraction. He regulated dairy farms, intensive pig and poultry units and was a chemicals advisor for arable farming. He progressed in the pollution control role and became the regional senior water quality planner. He developed a specialist knowledge of river water quality improvement programmes, environmental quality standards, data assessment, report writing, water quality modelling and regulation stemming from European directives and UK national policies. He undertook special investigations on the impact of china clay mining and metal mining in Devon and Cornwall. He was the regional expert for mine effluent pollution control, eutrophication and pesticide pollution. He attended board meetings as a technical advisor and attended national level meetings with the water quality policy teams.After leaving his regional post he became national policy advisor for water quality in the water industry regulation team. He led the work to investigate bathing water quality and shellfish water quality. Rob also led all investigations and reporting for water quality for England and Wales, providing technical support to 250 operational staff and reporting to senior officials at the Department for Environment, Food and Rural Affairs. He managed the Environment Agency national research and development programme for water quality, with a budget of several £Ms annually and which covered five topics: water industry regulation, urban pollution management, diffuse pollution management, minewater control and groundwater protection. His work led to several major developments for tackling water pollution, including microbial source tracking for bathing water, storm overflow management and a best farming practices manual.He has international water quality experience having worked on projects for the European Commission.
