Supply Support lead for FMS case providing tactical data information link and Command and Control (C2) interoperability for Taiwan Ministry of National Defense (MND) within an Integrated Product Teaming (IPT) environment. Responsibilities include: material acquisitions, Return of Repairables (RoR), Contract Property Administrator (CPA) for Government Furnished Property (GFP), and inventory management. Development of multiple vehicles for requesting work and services from suppliers, Original Equipment Manufacturers (OEMs), and repair contractors for sub-contracts department. Provide Reliability, Maintainability and Supportability (RMS) analysis through review of equipment failures by participating in Trouble Ticket Review Board (TTRB) meetings, reviewing warehouse transactions, and RoR tracking. Coordinate with each SoS major OEM to plan Field Service Engineer (FSE) availability enabling more proactive resource allocation. Negotiated pre-staging of key GFP Shop Replaceable Unit (SRU) spares at major OEM facilities significantly reducing repair cycle time. Analyze quarterly and annual inventory audits ensuring adherence to the material control processes. Implemented process changes to improve subcontractor communications resulting in completing a two-year backlog in one year. Process improvements enabled a reduction from 75 items to 11 items in repair cycle. Improved Packaging, Handling, Storage and Transportation (PHS&T) processes through major rewrite of SOP and implementing checklist for each stage of equipment movement improving overall efficiency and accountability. Established expected material receipts file to track ordered product part number, quantity, and National Stock Number (NSN) verification against items received, thus aiding in receipt discrepancy identification. Lead to the Supply Support Working Group to facilitate open and clear lines of communication between Prime contractor, Government support contractor, and Government personnel.

Responsible for all material control and logistics tasks supporting engineering prototypes. Tasks included material and fabrication requisition order coordination, and material shortage identification. Communicated directly with suppliers and manufacturers to verify product availability, price negotiation, and delivery schedule confirmation. Provided requisition status and follow-up to various departments on rejected material returned to supplier. Supported engineering in the development of Rough Order of Magnitude (ROM) and Bill of Material (BOM) for new prototype systems. During program start-up planning, provided resource estimates and material delivery requirements to Program Management. Coordinated with Accounts Payable to reconcile Goods Receipt reports, and ensured accurate and timely payment for goods and services. Analyzed Quality Assurance discrepancy reports for received material providing management and suppliers with recommendations. Identified new qualified metal fabricators and circuit card assembly manufactures resulting in lower cost, shorter delivery schedules, and higher quality products, enabling project completion on budget and schedule. Initiated requirement for Material Control representation for qualifying new suppliers ensuring all Logistics requirements were understood including improving quotation requests, invoices, engineering change order verification, and explanation of the Quality Assurance rejection process.

Supervised a six person staff to ensure internal and external customer’s warehouse needs were satisfied. Tasks included coordinating with Purchasing, Central shipping & receiving, and various departments to resolve material shortage, inventory, misidentification, and other discrepancies. Coordinated spot and annual inventories and reconciled discrepancies. Implemented new procedures to identify and process obsolete/damaged equipment and updated inventory records enabling improved material tracking and providing additional storage space previously occupied by obsolete and damaged equipment. Designated segregated warehouse location for storing all shelf life items improving management and control of dated material. Developed new warehouse storage rack system layout, increasing storage capacity by 60%. Implemented cross training program ensuring timely task completion and maximizing work force utilization. Reviewed inventory limits and made recommendations to management for adjustments.
