Served as member of Director, Operational Test & Evaluation, Standing Test, Assessment, and Readiness Team. Provided T&E support for offensive cyberspace operations to meet combatant command needs. Rapidly executed two tests of cellular denial capability for theater use--system fixed, fielded, with real world impact reporting back daily. Authored draft DoD policy outlining new operational test framework for offensive cyber weapons.

San Antonio, Texas Area

Supported DoD-level policy and process activities for the Director, Operational Test and Evaluation. Served as lead project officer for high-visibility offensive cyber test, the results of which are tied to future resource and policy decisions. Shaped the Director's policy for ensuring cyber test ranges are verified/validated as adequate to support operational test. On a separate project, led implementation of the new Air Force Inspection System for the 67th Cyberspace Wing Inspector General (IG) -- developed and executed comprehensive wing IG exercise program, contributing significantly to the wing's designation as "Best IG in the Command."

Provided direct operational test support to "real-time" agile evaluations of software capabilities for the AF. Personally developed/implemented a combined test process for AF network warfare mission systems, enabling AF operational acceptance decisions while incorporating higher-level directives for assessing the technical assurance of cyber capabilities -- the AF is still the only service to combine these functions and conduct its own technical assurance evaluations.

Spearheaded AF's approach to testing cyber tools at the "speed-of-need." Took initiative to cut normal timelines from 12-18 months to six weeks. Rapidly identified key requirements, designed test range environment, abbreviated test plan and tech/safety reviews. Successfully planned, executed, analyzed, and reported on multiple rapid assessments of AF-developed cyber capabilities. Guided government customer in test process development, training, and standardization. (TASC's test support contract with the AF expired Nov 2010)

San Antonio, Texas Area

Directed, planned, and organized the activities of 80 personnel in the AF's only unit to conduct operational testing of IT/cyber capabilities. Managed testers, emission security teams, test infrastructure technicians, and administrative staff to ensure war-ready IT solution deliveries across the AF cyber mission areas -- network defense, network exploitation, and network attack. Worked closely with stakeholders, developers, and end-users to identify requirements, criteria, ops use concepts, and sustainment needs. Oversaw multiple test activities transforming the AF’s enterprise network for 800,000+ users at 105 bases.

Greater Omaha Area

Led a joint AF/Navy team of 15 officers in the timed application of land- and sea-based ballistic missiles in deliberate and crisis action plans on targets around the world. Oversaw flawless execution of 7,000+ nuclear targeting changes. Integrated major annual war plan changes into mission planning IT systems.

Colorado Springs, Colorado Area

Set major command echelon’s policy and guidance for the operational testing of missile warning, space surveillance, nuclear missile, space lift, and satellite control systems for AF Space Command, North American Aerospace Defense Command (NORAD), and US Strategic Command. Managed the command’s approval and execution oversight for 63 operational tests.

Manta City, Republic Of Ecuador

Directed deployed operations for 200 active duty airmen in standing up a counternarcotics airbase in the Republic of Ecuador. Directly supported 40 Senior Scout EC-130 counternarcotics missions with country clearances, lodging, finance, transportation, firefighting, security, and other base operating support services. Coordinated the rescue of a downed host nation aircraft and organized two congressional delegation visits. Liaised with the Ecuadorian AF, US Embassy and US Army Corps of Engineers to ensure new runway and military construction projects were on track for completion within expectations.

Colorado Springs, Colorado Area

Led a unit of 25 military, civilians, and contractors in the test and evaluation of all changes/upgrades to the nation’s warning networks for NORAD and US Space Command. Managed budget of $1.2M to test 12 major software/hardware releases to air/space/missile warning systems in the $3.6B Cheyenne Mountain Complex. Twice led command’s largest annual test (150+ agencies, 500+ participants), with results briefed to national-level senior military leadership and to Congress.

Cheyenne, Wyoming Area

Responsible for all ICBM emergency action procedures ("go-to-war" checklists) for a crew force of over 700. Meticulously managed day-to-day and crisis planning actions for 2,200 operational targets on 550 alert ICBMs. Conducted 15 Nuclear Surety Technical Inspections, Combat Capability Assessments, and Staff Assistance Visits on operational ICBM wings to validate compliance and mission readiness. Exercise Coordinator for 8,200 participants in three major strategic nuclear generation exercises.

Greater Minot, North Dakota Area

Responsible for all monthly recurring weapon system training for 220 crewmembers, to include development of lesson plans and simulator scripts. Oversaw deliberate and crisis targeting actions for wing’s 150 Minuteman III ICBMs and instructed the crew force on targeting procedures. Wing mission briefer for distinguished visitors and general officers. Completed 7,080 hours active nuclear alert duty as certified Missile Combat Crew Member.
