In addition to normal vacancies, I outsourced up to 40% of mystaff to other divisions. My section maintained productivity, reduced labor costs, and expanded the experience base of outsourced staff, retained staff built skills. Contributed approximately $3.0MM of labor producitvity since 2009. Because we needed to improve revenues from all sources, I initiated the lien process for delinquent bill payment. Thie contribution has led to the District collecting nearly $800,000 to date.My contribution to heightened water quality concerns at community events, was a joint health district/Water District review of potable water haulers.My contribution to more effective contract development was through the first-ever master construction agreements with Nevada Dept. of Transportation (NDOT). This contribution reduces design and construction costs for NDOT and Water District.Manage seven service rules processes for Water District and its rural systems (300 - 2100 accounts). Contents include: Water commitment to development; billing, rates, charges, fees; refunds, reimbursements; construction design and acceptance standards. My contribution to an emerging new town was that I led the joint development of the first-ever joint water/wastewater service rules for a 13,000 acre new development. Vice-chair of Southern Nevada Water Authodity (SNWA) member intergovernmental committee that created uniform water conservation rules and ordinances to implement SNWA conservation strategy.
