Duties: Works under the general supervision of the Director of Emergency Services. Relied upon for technical and administrative guidance and is responsible for keeping the Director advised on pertinent mattersDirects, through subordinate supervisors, 30-40 civilian law enforcement and support personnel (on a 7 day/week, 24 hours a day operation). Infrequently performs police patrol duties; develops law enforcement programs and operating plans for the garrison community. Responsible for the planning, supervising and managing the operations of the police division. Reviews inspection reports and studies made by higher echelons and implements corrective action or makes authoritative recommendations to resolve areas of contention. Plans for current and long-range operations based on workload trends and projected requirements. Develops methods and procedures affecting overall operations and delegate’s tasks to subordinate supervisors. Formulates long range operating plans based on assigned mission and functions; regulatory guidance, equipment, funding and staffing requirements necessary for mission accomplishment. Establishes objectives for various operating elements of the police division such as investigations, traffic operations, and training and assigns responsibilities to subordinates.

Responsible for the enforcement of federal and appropriate state and city criminal codes and Department of Veterans Affairs regulations originating in the federal statutes in the physical protection of patients, visitors and employees; the protection of civil rights of all individuals while on VA controlled property; and the preservation of a peaceful environment requisite to the operation of medical treatment programs and ensures that VHA policies regarding law enforcement are properly implemented at all the divisions of the Medical Center as directed by the Chief of Police Service.Delegated the work schedule of personnel assigned to his supervisory staff and is personally available to respond to emergencies 24 hours a day. Responds and coordinates service calls to bomb threats, robbery, assault, serious disturbances and crimes regardless of the hour of the day. Adjusted section workloads and assignments frequently to meet unexpected emergency conditions or as a result of emergency conditions which force alterations of the work force schedule.

Delegated authority to make decisions of a binding nature, based on a broad knowledge of regulating and statutory requirements. Performance is based on effectiveness of planning, leadership and program accomplishment; meeting objectives, quality of service, utilization of available resources and compliance with Installation Management Command (IMCOM) and/or installation policies.Served as Director of Emergency Services at a small garrison within the Installation Management Command (IMCOM); Primarily responsible manager for law enforcement, Physical Security and fire protection/prevention programs that encompasses a variety of sensitive and critical garrison wide programs directly affecting the life, health, and safety of all garrison employees, interns, family members, retirees, and visitors. Responsible for managing the efficient and effective coordination and accomplishment of all aspects of assigned programs including law enforcement and fire protection/prevention functions.
