Completes regulatory requirements of the Gwinnett County Stormwater Management Plan, required by the Phase I NPDES Municipal General Permit, which includes business inspections (Industrial, HVPS, and Municipal), MS4 illicit discharge & illegal connection investigations, drainage inspections, impaired surface water sampling, dry weather screening, industrial dry weather screening, stream walks and TMDL Implementation. Develops and updates TMDL Implementation Plan Reports, Sampling Quality Assurance Plans, TMDL Monitoring Plan Reports, business inspection reports, IDIC investigation reports and completes delegated sections of Gwinnett’s MS4 Annual Report. Provide public educational outreach during routine field work, workshops, HOA meetings and at the Georgia Public Safety Center. Supervise staff, prioritize and assign work; ensure staff are trained; ensure that employees follow policies and procedures; maintain a healthy and safe working environment; Coordinate with the local Health Department to collect and manage data from its program database and digitized septic records. Create and maintain a geo-database of documented septic systems in Gwinnett County.

Performed plan review processes for septic subdivisions, exempt plats, individual parcels and provide support to local Gwinnett County Planning and Development for septic related variances and waivers. Performed inspections, interviews and technical reviews and recommended enforcement actions as needed. Investigated citizen complaints and provided environmental health education and technical assistance to the general public, regulated community and officials. Interpreted regulatory issues, technical issues, and analytical data to ensure compliance with State, federal, local and environmental health laws. Implemented countywide programs for compliance, monitoring, enforcement and corrective actions in conjunction with environmental health laws. Served as compliance officer and primary liaison between Public Health agencies and facilities, municipalities, institutions, organizations, courts, county and state agencies. Provided technical assistance to contractors, citizens and County departments with interpreting specifications and ordinances and resolving on-site sewage problems. Prepared reports and made recommendations to various County departments. Performed various tasks associated with West Nile Virus Program to include collection and identification of mosquitoes and birds in coordination with UGA veterinarian laboratories and entomologists. Coordinated with the local Department of Water Resources Environmental Lab and Stormwater Management Division for wastewater related issues.
