In this position, I serve as a Supervisory Emergency Management Specialist (Mitigation) overseeing staff performing work related to Hazard Mitigation (HM) programs. Typical assignments include:Overseeing staff that are responsible for developing, modifying, coordinating, and implementing policy, procedures, standards, criteria, and procedures for region-wide HMGP application reviews, products, training, technical assistance and services.Providing guidance on the development and execution of annual Performance Plans to ensure they meet the objectives in the FEMA, HMA, and regional program strategic plans.Supporting the development and monitoring of Individual Development Plans for each team member and providing training, coaching and mentoring for subordinate staff, review and authorize travel approvals/reimbursements, and review and approval of staff time sheets, along with other hiring initiatives.Utilizing advanced analytical and evaluative methods plus a thorough understanding of how programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by FEMA, or in measuring and evaluating program accomplishments. Providing oversight of a team that delivers internal and external technical assistance, programmatic and grants management reviews, to Hazard Mitigation Grant Program stakeholders.

When deployed, I reported to the Federal Coordinating Officer (FCO) or IMAT Team Leader in the absence of a designated FCO and was responsible for the collection, evaluation, dissemination, and use of information about the incident and status of resources as the Planning Section Chief. Typical duties include:Coordinated federal support for response and recovery to natural and man-made incidents that result in considerable levels of damage, or disruption severely impacting the affected population and infrastructure requiring sustained federal recovery support.Coordinated with the State/Territory to establish a unified planning effort to include coordinating with the State/Territory Planning Section Chief.Ensured required/requested reports, briefings, and geospatial information products are complete, accurate, and distributed properly to provide a geospatial information capability.Developed innovative, non-standard planning products, with the permission of leadership, using unique thought processes and advanced data and geospatial analytics tools to demonstrate a clearer vision of success at a disaster.When not deployed, I was responsible for implementing, directing, and coordinating the development of deliberate and crisis action strategic, operational, and tactical plans during steady-state operations and deployments. Supports the development of strategic plans and program documents such as plans, policies, procedures, drawing upon technical insight and the understanding of the employment of emergency support functions. Acts as project team lead for development of products; functions as a group facilitator for meetings and exercises, as required. Manages the periodic review and update of State plans to include the Hurricane Plan; Earthquake Plan; Dam Failure Emergency Response Plan, Recovery Plan; and related annexes, appendices, site specific and other designated plans or planning frameworks as required. Served as the State Hazard Mitigation Officer and administered and maintained the Hazard Mitigation and Pre-disaster Mitigation Grant Programs, to include supporting local governments with the application and administration processes and liaised with FEMA regarding mitigation activities and programs. Supervised a total program staff of 15 individuals, with the possibility of growth. Responsible for the maintenance and update of the State Hazard Mitigation Plan. Provided technical assistance and training to the 46 counties in the development of Local Mitigation Plans; reviewed and submitted plans to FEMA for approval.
