I have both the honor and the responsibility to serve as Board President of the Low Income Oversight Board (LIOB) with the California Public Utilities Commission (CPUC). Senate Bill 2 from the Second Extraordinary Session (SBX2 2), the Legislature established the LIOB to advise the Commission on low-income electric and gas customer issues and to serve as a liaison for the Commission to low-income ratepayers and representatives. California is in the midst of an historic drought requiring serious action on the part of the CPUC and Water Agencies across the state. Determining and expanding water efficiency measures are sure to be an exponential activity of this Board and the Commission. TELCO access for low-income populations enabling their engagement into 21rst Century technologies is an exciting and necessary agenda. The LIOB and with leadership from its assigned Commissioner Catherine Sandoval is moving this agenda forward.The energy and water industries are rapidly evolving and we seek to aid that change with valuable methodologies, tools and information sharing. Our efforts inform energy efficiency program efficiencies, energy education best practices and workforce training and job placement of hard to serve populations. We further believe that integrating demand side management programs, energy efficiency measures, energy education and energy job development maximizes ratepayer dollars and overall program effectiveness.As a community advocacy first enterprise, Castaneda Communications facilitates valuable information sharing targeting policy decision-makers in both government and investor owned energy companies. Our collective advocacy and information sharing enables enhanced demand side program participation, energy conservation and successful workforce employment training programs that place Californians in good, sustainable jobs in the energy industry.
