Senior Principal Consultant
CurrentCurrently author-focused, working on how-to books aimed at helping citizens deal more effectively with local government, plus how to realistically run for elected local government positions. Will consider challenging part-time consulting, teaching at college level, and mentoring assignments in business &/or local government areas. I can apply decades of private and public leadership positions focusing on the management of all technical processes related to production businesses or local government.I am interested especially in the Richmond Virginia area or nearby, or via remote access.
City Councilman
One of 7 elected officials who sets policy, budget and oversees a $85 million dollar full service City. We are a tourist oriented City with 15,000 citizens and over 100,000 visitors every day. Applied my GE experience in governmental type accounting & effective research tools to become defacto on council expert on financing & development evaluation. We did allow controlled economic development, so for 20 years we provided excellent service without any property tax increase!
Elected 5 Times As City Councilman At Large & Vice Mayor
Elected at large, I was immediately elected to vice mayor, as the Mayor requested because she has worked with me thru my very effective leadership of the renewed NMB Keep America Beautiful. I was the only Councilman retired so more available to work with HOA’s and citizens. I also grew very skilled at reviewing new development proposals and recommending what impacts would be as requested, and what protections where needed to reduce negative impacts on nearby communities. Was first Northerner ever elected to City Council, and re-elected 4 more times easily winning with over 65% of vote every time. Received award from Daughters of the American Revolution for Excellent Citizens Service. Received official recognition when I retired because of Covid from City (proclamation & Key to the City), and official proclamations from County, SC House & Senate, and via our Congressman from US House.
Vice Chair & Coo
Helped start this effort as councilman. I got more active as vice chair to insure its continuation until museum was finally established. We collected an amazing amount of historical stuff from the residents, from the full uniform of the first postman (except she was a she!) onward. As a transplant who retired (I thought) there, the more I got to know The Who, where, … of those who started the City the more I loved that City where I planned to retire.
Managing Director
I was encouraged to provide new energy to this long running independent Committee. I got it redirected from collective huge amount of inconsistent data to an action group by attracting many new members wanting to focus on City appearance rather than subjective data collection. Started an arbor focus, leading us to a Tree City USA designation that we never lost since then. Established a tree of the month award, with recognition by City Council. Resigned from leadership soon conflict with elected position. Worked together unofficially to upgrade the tree protection provisions of City laws for developers.
Chief Consulting Engineer
Chief technical advisor to both the SVP and staff of the Commercial Engine business, a $3 Billion business, on technical matters related to processes in the engineering design, manufacturing, assembly, and post-sales support of airplane and industrial use jet engines. Chief Consulting Engineer- CIMS overseeing all major factory automation projects in Aviation.Assigned to team establish to select a new commerce engine development system that we could adjust to meet a fully integrated Design, Assembly & Manufacturing Engineering system, all using same product design. We bought a packaged solution from single software vendor that we could customize to our computer and machinery environment without damaging core system support. Assigned to be GE representative on the conceptual design, development & implementation of the first automated factory in SNEMA, a GE Aviation partner in a joint venture for a very successful engine. Made about 50 trips to France supporting all steps. Developed a customized simulation for that factory to see what machinery was needed, and the automated factory normal & surge throughput capabilities. Designated Presenter for GE Aviation at Manufacturing or technical conferences in US or Europe covering our factory modernization efforts, especial automated factories.
Senior Manager, Manufacturing Systems
Redirected this component of Corporate Consulting as directed by Jack Welch to encouraging consolidation and be #1 or #2 in your marketplace. Pushed common vendor Information Systems within each business thrust. Some examples of other assigned tasks:Started effort the encourage new manufacturings technologies such as additive manufacturing, robotics & integrated automatic factories. Created a demonstration lab, the first in GE used by both Corporate Staff and my people with businesses they were working with on projects. Soon local schools & business organizations like Chambers of Commerce all wanted tours. Assumed administration control of all technical software that could be used in GE manufacturing on products, from machine control to automated factories. Started to work on technical reviews of all major automated factories and became the defacto reviewer.
Manager, Information Systems Director Level.
Took over key executive position, all technology for the GE International Operations. Given two MAJOR challenges: 1. a new Order/Ship/Bill for all exports of GE products overseas, including the coordination of a new American thrust for a universal set of export paperwork designed for both manual & automated systems, and 2. a new project management thrust for major projects such as a power plant with many GE products with very unique billing situations. Had assigned a direct report who was expert in international paperwork but nothing about technology. That became my personal task, especially when GE CEO Reggie Jones decided to Chair the President’s Export Council. I personally with my expert works on the National Committee for International Documentation (NCID) on that effort and we did develop a set of standards data points suitable for both manual & computerized systems, plus a model for a universal system to translate the standardized fields between various companies involved in exports. My export systems team used that approach in our new O/S/B system. Another team works on the Project Management task using what was available at that time. Then the GE wide personnel system found me the job of my dreams !
Senior Manager, Manufacturing Systems
Selected to lead a combining of both my old Manufacturing Systems component & the prior Quality systems component, and gave me total leadership. Goal was starting effort at grouping all Information Systems supporting Manufacturing with all Technology Systems, as factory automation systems exploded and their integration opportunities showed great value. This was another first in GE.
Manager, Quality Production Systems
Established new technology component with small staff of former peers. Was told this never happened before in GE. Proposed many systems focused on quality control to supplement production systems I previously installed. Got go-ahead for hiring of 7 new programmers, and got a great crew. We designed all the systems & their Intergration into the Manufacturing processes, and delivered the systems as proposed.
Senior System Analyst
Worked in Information Systems serving Manufacturing. Hired to restart Production & Inventory Control systems. With a couple of programmers, we installed the core systems, and delivered. Proposed a layout of network of systems, going beyond standard P&IC starting with major push into Quality in line with Continuous Improvement efforts throughout GE.
Senor Systems Analyst
This technology company hired me to lead a team doing the credit verification & reporting section of a new application of a major credit card system (the precursor of Master Card) for a group of major department stores in Greater NYC area. We did it, on-time and within cost constraints. I learned a lot about team work & leading edge technologies. However, with a new a growing young family, after job was completely done, I decided to look for a more stable company with growth potentials.
System Analyst / Programer, Management Training Program
After active duty with Army, started pre established job opportunity with Consolidated Edison, the power company for New York City in their Management Training Program, with assignment in Information Systems. The Management program gave me an understanding of business operations, with I liked & found interesting. In addition, I was assigned to be assistant systems & programming to a senior team leader. Task was merging two systems (billing history & work-in-process) and creating a customer service on-line, immediate access data base for over 1 million Westchester County residents and businesses. My team lead avoided this task because a previous system was having frequent problems. So I did it myself, developing, writing & verifying the data base plus much new technologies of a new 1410 IBM & remote terminals to make working the first on-line business system in NYC. The Company assumed that the designated team leader did the work, but technical people in the City knew. Con Ed then said I do maintenance on old systems. Received multiple offers and accepted one with another major new application.
Tactical Director, Norad Section Northeastern Region
ROTC Commissioned Officer assigned to NORAD joint US & Canadian command for Eastern Section of US Northern border.Qualified as a Nike Hercules base commander, and then Tactical Director for Region during both the Berlin and Cuba crisis. After the Cuban Crisis was passed, the Army was reduced, with domestic Air Defense suffering the most. My active duty requirement met, and my choice not to accept Army offers to stay in the Service, I was released from active Army with Honorable discharge.
