Senior Analyst – Scientific Research Corporation. Mar 2014 to date. Supporting the OSD Test Resource Management Center, Range Oversight (TRMC-RO) Division, ARMY Team. Responsible SME for C4I programs within the TRMC across services. Maintains visibility of capabilities and resources of assigned ARMY Test Centers within the MAJOR Range Test facilities Base (MRTFB). Support Common Development Environment (CDE) and TENA efforts within the team. Review TEMPs and acquisition documentation for impact of planned DT on MRTFBs, identify potential gaps or concerns regarding planned use of contractor facilities. C4I centric support provided to TRMC focuses on MRTFB capabilities and support to acquisitions within the Defense community based on sources such as T&E-1 Exhibits, program R forms. Track the availability of MRTFB assets via review of available data including but not limited to MRTFB exhibits, review of TESTFACS, site visits and direct coordination. The Reliance Panel Report and Strategic Plan are reviewed for areas of technology investment and capability gaps required to have a sustainable test environment for the rapidly evolving cybersecurity threat and technological advances. Of major concern is tracking potential encroachment on the available spectrum required to support testing.

Tier 2 Test Lead for Command Post Computing Environment (CP CE). Provide test planning support for subordinate elements of DCGS-A. Responsibilities require development of test strategy, plans and execution and status/coordination at the Colonel level

Served as key acquisition expert primarily responsible for ACAT I program's planning documentation (e.g., Program Management Plan, System Engineering Plan). Provided in-depth review of cross-functional issues to ensure impacts, conflicts, and/or economies of scale are understood and documented prior to being presented and discussed at Acquisition Working-level Integrated Product Teams (WIPTs). Provided leadership and guidance in assembling documents and data needed for the project to attain Milestone B.

Senior Engineering Support to the Army’s Force XXI Battle Command, Brigade and Below Command and Control System and its Blue Force Tracking implementation (FBCB2/BFT) and Joint Battle Command-Platform (JBC-P). Duties have include formal technical and operational test planning and execution, incremental testing for risk reduction, management of requirements analysis and definition, traceability to design, implementation and test, systems architecture definition, as well as augmentation to the PM in various areas of Project Management.

Deputy PM FBCB2. An ACAT 1D program. Upon assignment to the Project, the system was in serious trouble and required a total restructuring. I was instrumental in rebaselining the program, allocating requirements to a blocked development and coming up with a funding profile and test program acceptable to the ARMY and OSD staff.

I supported all the assigned projects for the PEO which included a variety of tactical, sustaining base and strategic logistics, personnel and business systems. My efforts were focused on establishing software best practices, metrics, business process analysis/modeling, standard product lines and standards based implementation. I initiated actions to undertake Y2K compliance renovations.

Technical Director, PM Combat Service Support Control System, (CSSCS), migrated to Chief, Readiness Division, PM Strategic and Theater Control System (STCCS) via reorganizations. In PM CSSCS, I was responsible for all aspects of requirements management, technical implementation, development and test as well as day to day management of the contract for this Logistics C2 system.

Served as Chief Engineer responsible for all aspects of hardware, software, communications and security for the ARMY’s tactical logistics systems.
