Provide leadership of a major neutron user facility that serves as a national resource for neutron measurements; Ensuring the safe operations of the NCNR for the staff, users, and public; Establishing and maintaining robust interagency partnerships that increase the impact of the NCNR and advance the NCNR's ability to serve national measurement needs; Working with the leadership of other domestic and international scientific user facilities to develop policy and performance metrics, develop new programs and projects, and foster cooperation; Serving as the key federal official in all dealings with the Nuclear Regulatory Commission; Representing NIST and the Department of Commerce on the He-3 Interagency Policy Council under the auspices of the National Security Staff charged with managing the nation's supply of helium-3 and addressing the significant supply/demand mismatch of this critical isotope used in homeland and national security applications as well as low-temperature cryogenic and neutron scattering applications.

Leadership of the NCNR Research Facility Operations Group that includes teams of mechanical engineers, engineering technicians, data acquisition and controls engineers, instrument control software engineers, and data visualization and analysis software developers; Establishing and overseeing the operations of the NCNR Project Management Office to coordinate the development of five new neutron scattering instruments as part of the NCNR Expansion Project; Overseeing the instrument development planning of the NCNR Expansion Project; Supporting the scientific staff in all matters related to scientific user operations; Establishing and maintaining key collaborative working relationships with the NIST Administrative Officers; Ensuring adequate staffing through strategic recruitment and retention actions in all areas of Research Facility Operations; Responsible for carrying out the responsibilities of the NCNR Director in his/her absence.

Responsible for supporting the President's Science Advisor in the development of policies concerning federal science and technology, particularly in the area of physical sciences and engineering; Facilitated interagency coordination in matters of large scale science programs and projects via the National Science and Technology Council; Worked collaboratively with the Office of Management and Budget and the federal science agencies to support and implement science policy through the federal budget for key agencies such as NASA's Science Mission Directorate, DoE's Office of Science, and NSF's Mathematical and Physical Sciences Directorate; Served as spokesperson to the scientific community and federal science agencies on behalf of the Executive Office of the President on matters of science policy; Played key role translating the policy of the American Competitiveness Initiative into the federal budget.

Responsible for providing vision and strategic direction to a new team dedicated to production of user software for all of NCNR's inelastic neutron scattering needs; Provided oversight of the design and development of DAVE software package for inelastic neutron scattering experimental planning, data reduction, visualization, and analysis; Taught numerous programming courses at the introductory and advanced level in applications development to NCNR staff scientists and developed detailed course documentation; Forged partnerships in softward development with domestic and international neutron scattering facilities.

Responsible for scientific operations of the high flux backscattering spectrometer at the NCNR. Duties included assisting visiting researchers, carrying out my own research program (studying the quantum rotations of molecular solids in confinement), developing end-user software applications for data reduction, visualization, and analysis.
