This is an elected position managing and developing a $12 million dollar budget.I have successfully put forth numerous cost saving areas since being elected. I serve on various committees throughout the county and area to represent citizens.I have successfully recruited the County Director Financial Operations.In 2016, I have wrote/prepared interview questions for both the Emergency Services Coordinator and the Director of Community Development. In 2016, I served on the interview panel to hire both of the above positions and led the interviews/committee for the Community Development Director.

Planned, directed and administered the WQIF Cooperative Point Source grant program, including a $200+ million budget.Produced the Director’s Annual Report on the WQIF to the General Assembly.Served as the DEQ Tributary Strategy liaison to the Upper James River, Middle James River roundtables, York River and Shenandoah River.Represented DEQ on various EPA Chesapeake Bay subcommittees including: Nutrient Subcommittee, Point Source Workgroup, and Tributary Strategy workgroup . Reviewed grant applications to determine the eligible scope of a project relative the WQIF Act and VA Public Procurement Act; negotiated grant agreements on behalf of the Director.Managed signed grant agreements in accordance with WQIF Act and CZM & the associated grant provisions.Reviewed requests for reimbursement relative to the signed agreement and authorized disbursement of the eligible cost-share.Provided public outreach to concerned stakeholders (i.e. local government) thru meetings and general customer service.Provided intra-agency review and coordination of projects which are jointly funded and/or WQIF projects having permit/compliance issues. Communicated agency objectives and initiatives through [power point or face to face] presentations to individuals and groups. Managed the construction assistance program (CAP) for the Piedmont region. This included scheduling site visits & meetings, providing timely review of documents, objectively evaluating municipal wastewater needs, and providing input to the work plan. Also represented the regional office on CAP task force issues, such as the needs survey and the onsite program.Developed a project checklist, which was used State wide for the agency's onsite program to provide funds for nonpoint source (drain field) repairs in the bay drainage area.Conducted monthly field evaluations of performance/progress of contractors relative to goals & objectives for the project and reported any recommendations (including E&S needs) to the locality and DEQ- Central office. Participated in presentations, which are utilized to communicate and educate members of the general public and local government officials, as to the goals or statutory rationale for an agency practice or requirement. This involved utilizing/interpreting State regulations, such as State Water Control Law, Sewerage Regulations, and Permit Regulations. Coordinated a comprehensive review of construction assistance program documents with various State & Local agencies from which the appropriate recommendation - given the audience and issues - can be formulated into a response for the regional director, program director, or me. Reviewed environmental impacts for wastewater projects and prepared the appropriate NEPA- type clearance documentation (Statement of Environmental Review) as per the requirements of the Clean Water Act and/or National Historic Preservation Act. Represented DEQ as a member of State’s Disaster Assistance Team, which includes one representative from the State, Federal & Local governments. The teams are organized after a natural disaster has occurred and involve damage assessments and claim validation.

Managed the environmental health program for the County, which included knowledge on vector control and rabies (collected samples).Issued/Denied permits for construction of wells and drain fields, based upon VDH Onsite Disposal Regulations, and inspected final installation.Conduct soil evaluations using Munsell soil chart.Collected well water samples and inspected restaurants.
