About Robert Forrest

I have more than 30 years of experience as a NEPA practitioner and a wildlife biologist working on threatened and endangered species in Arizona. I have coordinated and managed over 100 linear transportation and local government projects and six high-capacity transit projects to meet the requirements under NEPA, the National Historic Preservation Act (NHPA), and the Endangered Species Act for the Federal Transit Administration (FTA) and the Federal Highway Administration (FHWA). Through this experience I have developed a strong working knowledge of the NEPA and NHPA requirements and the policies and procedures of FHWA, and FTA. I have developed and maintained strong working relationships with many difference federal, state, and local agencies. During this time I have gained experience and understanding of how each phase of a major capital project (planning, preliminary design, final design and construction) are all dependent on each other and identify potential issues before the arise. I have served as an investigator for studies on threatened and endangered wildlife, directing and participating in field investigations, data analysis, surveys, and preparation and review of technical reports and mitigation plans. I have extensive experience in the assessment of impacts on biological resources, especially threatened and endangered species in Arizona; Section 7 Consultation with the U.S. Fish and Wildlife Service; and coordination with the Forest Service, Arizona Game and Fish Department, U.S. Army Corps of Engineers and tribal agencies.
