Selected project work listed below:2016-17: Project manager for an actuarial study of the implications of including HIV prevention in the benefit package for the Kenyan National Hospital Insurance Fund2015-17: Team leader (with HEARD at the University of KwaZulu-Natal in Durban, South Africa) for an assessment of HIV prioritisation for countries in the East and Southern African region2015-16: Team member on work to estimate the financing gap for meeting the global nutrition targets. Assisted with the methodology for projecting the results of budgetary allocation measurement on nutrition in a sample of countries to estimate a global total and a methodology for benchmarking between countries2015: Team leader for a review of the allocation model of the Global Fund for HIV/AIDS, TB and Malaria. This required an assessment of the impact of changes in the Global Fund allocation model and proposals for alternative mechanisms2014-15: Team leader for “Developing Financing Mechanisms to support the Implementation of the draft ‘Policy Framework for Population Mobility and Communicable Diseases in the SADC Region’”. Tasks were to assess the magnitude and profile of migration within the SADC region, its contribution to the regional economy, the costs of providing communicable health services to migrant populations and recommending potential regional financing mechanisms2013: Team leader for a review of the DFID programme on HIV. The review process assessed the progress made against DFID’s commitments on the HIV/AIDS epidemic in developing countries, as outlined in the 2011 position paper. This entailed document review, data analysis and a comprehensive stakeholder consultation process2013: Team leader with the Global Fund to project the level of domestic financing in supported countries as an input into the replenishment demand forecast2013: Worked with HEARD to provide advice to the Global Fund on the methodology for dividing funding between the three diseases

Aside from periodic advice on economic issues, my responsibilities included aspects of the following:o Identifying priorities for research, intervention, and policy development on the economic aspects of HIV infection, AIDS impact and the effectiveness and consequences of the response to the epidemico Worked on issues of efficiency, effectiveness and long-term sustainable financing for HIV programmeso Was responsible as co-convenor and joint founder of the UNAIDS / World Bank Economics Reference Group (ERG), which brought together senior economists to advise the UNAIDS Joint Programme on the economic aspects of the HIV epidemico Devised and promoted the use of the “DIPI” index, a measure of the degree to which the domestically-sourced financing in developing countries reflected the priority accorded to HIV in relation to ability to pay and disease burden.

Served as Team Leader for a review of the Remote Area Development Programme in Botswana for the Ministry of Local Government. This included an assessment of programme and policy options with regard to the situation of the San people in the Kalahari region of Botswana. (completed September 2003) Served as team member for the 2002/3 Botswana Human Development Report for UNDP, focussing upon the role of science and technology in development (completed July 2003) Co-author (with HEARD in Durban) in a study of the potential impact and implementation strategy for an HIV vaccine in Southern Africa for the World Bank. (completed June 2002). Participated in (as Team Leader from March 2000) the rebuilding of the Macroeconomic model for Botswana (MEMBOT) used for macroeconomic forecasts in the Botswana National Development Plans.; Served as Team Leader for the Review and redrafting of the Botswana Rural Development Policy, for the Ministry of Finance and Development Planning. The team of 14 professionals conducted an analysis of rural livelihoods and social protection, a review of land use, a review of institutional structures, and produced a comprehensive set of recommendations that led to the reformulation of Botswana's Rural Development Policy that has been ratified by Parliament..

(1993-1995).o Involved in EC funded project to develop a GAMS based general equilibrium model for use in policy planning and training in the Ethiopian ONCCP (Planning Ministry). Was also involved in training of ONCCP staff in Oxford. (1991-1993).o Manager of a 12 month project, for the World Bank, to develop a Food Security Information System and increase institutional capacity in the Food Security Department of the Ministry of Planning in Mozambique. (1991-1992).o Spent two months as planning economist in the Grain Marketing Board in Zimbabwe, as part of an EC funded long term assistance project. (1990).o Team leader for the production of a food policy simulation game used in role playing exercises to increase awareness of the role of information and statistics in planning (called HARAMBEE).
