Assigned by the Attorney General of Guam to serve as counsel to the Guam Memorial Hospital Authority, a public corporation and autonomous agency of the government of Guam. Responsible for the entirety of the hospital's legal affairs, including advising and representing the hospital's chief executive officer, board of trustees and staff.

Responsibilities: Served as guardian of the person or estate of adults who by reason of age, disease, or disability are unable, unassisted to properly manage and take care of themselves or their property, and for whom no alternate guardian among family and friends can be identified; assists the Superior Court in proceedings for the appointment of a guardian of an adult, and in supervision of persons who have been appointed guardian of an adult; advised persons seeking appointment, or who have been appointed as guardian of an adult person; provided guidance and counsel to encourage self-reliance and independence of needful persons to avoid the need for appointment of a guardian.

Responsibilities included preparation for and participation in civil litigation of a broad range of constitutional cases in state and federal court including free speech, freedom of religion/separation of church and state, reproductive rights, lesbian and gay rights, and racial discrimination; legislative lobbying and public education activities, including preparation of reports, public speaking, and media relations.
