Directed the activities a staff of 14 Government and contract technical specialists and application development personnel involved in LAN/WAN network management, custom application development, imaging, and LAN OS installation, configuration, and operating system management. Represent the Office of Foreign Missions (OFM) in Department and Government wide information technology programs including LAN/WAN, messaging, imaging, and security. Long-term and short-term planning are critical parts of the position requiring an in-depth understanding of Department budget, personnel and information technology policies and initiatives. These skills, when combined with vision based upon on-going research in the Government and commercial technical arenas, and the use of solid Government and industry standard project management techniques and tools, helped to ensure that OFM received an optimum solution to its information technology requirements. Prepared and managed a complex budget that funded personnel, hardware, software, communications, and contract services. Project planning, budgeting and monitoring in all technical areas.

Worked directly for the Office Director on special projects related to the deployment of workgroup tools and business process modeling tools. Researched and prepared white papers on these subjects for Department senior management. As an enterprise architect, reviewed and rated Bureau IT investments to ensure alignment with the OMB mandated Federal Enterprise Architecture and the Department’s Joint Enterprise Architecture. Major projects include: a) The definition of a Service Oriented Architecture that will guide the Department and USAID in the implementation of this OMB mandated methodology; and b) The selection and implementation of a Enterprise Repository for use in documenting and modeling Department and USAID business processes and IT investments. Both projects require extensive coordination with stakeholders throughout the Department and USAID.

Planed and directed major IT systems projects using varied contractors, customer office functional experts and other appropriate personnel. Ensured that technology appropriate to the current and future needs of customer offices was secured, procured and implemented. Ensured that current and future application user requirements were met. Served as the project management expert in an advanced systems technology design and implementation setting. Planed and directed the installation, maintenance, and security activities for Computer Associates Access Control Facility 2 (ACF2) on nine IBM mainframe computers models 4341 to 3090. Guided mainframe user community support activities providing application security integration, access rule maintenance, user access and security audit services. Prepared cost estimates and evaluated contracts for inclusion in a yearly, Department–wide budget for ACF2 support and maintenance. Developed security guidelines, implemented organizational security policy and supported upper–level management in developing an effective, easily maintained mainframe computer policy.Planned and directed the installation, maintenance, and tuning activities for Computer Corporation of America’s Model 204 and IBM’s DB2 Data Base Management System products. Guided mainframe user community support activities from connectivity to data base maintenance and application programming services for M204 and DB2. Provided consultant services to the user community evaluating PC, mainframe, minicomputer and LAN connectivity hardware and software. Prepared cost estimates and evaluated contracts for productivity tools and performance enhancement products for DBMSs. Technical specialist responsible for the evaluation of personnel services contracts providing application programming, system maintenance and data base management expertise. Contract Technical Representative (COTR) responsible for ensuring adherence to the terms and conditions of a $2.5 million personnel service contract for 25 technical experts employed in a variety of functions within the Department of State.
