Purchasing Department Specialist
CurrentProvide on-going guidance to assigned Programs and Regions within CDOT in order to develop an annual procurement and contracting plan which aligns with the Programs/Regions specific goals and objectives;Investigate and develop sources of supply and confirm that they are in accordance with the State Fiscal Rules, Purchasing Guidelines and the State Procurement Code;Assure accountability, high ethical practices, integrity and fairness in contracting processes to the public and to the business community;Monitor and predict market conditions and collaborate with requesters to define their needs and how they can best be met in changing conditions;Provide advice and consultation to purchasing personnel in other State agencies and political subdivisions in technical area of Statewide procurement and contracting;Provide advice, guidance and negotiates with Department heads, managers and vendors to gain support for contracting policies and procedures;Write solicitations, publish and advertise bids and solicitations;Facilitate RFP Evaluation Meetings, conduct trainings and presentations and educate procurement customers and partners on purchasing guidelines, thresholds and processes;Utilize the procurement guidelines to solve problems and provide answers for CDOT Programs and Regions;Conduct regular presentations and trainings to build rapport and relationship with customers and support staff;Independently formulate, solicit, analyze and award complex invitations for bids and requests for proposals including collaboration of requirements;Schedule, conduct and direct pre-bid meetings and site visits;Schedule, conduct and direct oral presentations, evaluate bids and proposals and make awards;Review Shopping Carts and create purchase orders on a day to day basis;Other job duties as assigned.
